Occupant/tenant throwing refuse on curb everytime the garbage is full. 9 am on wednesdays garbage pick up- Occupant continues to dump trash on easement because her trash can is full. Neighbors observe this every week and for months. Neighbors pick up at times however the continued routine has frustrated the neighbors. ES notified and visited property however did not open door.
