02/29/2016 T.C. Ch. 16, Sec. 16-11(b) (1) HEATING. Every habitable room within a dwelling unit, guest room, and congregate residence shall be provided with safe heating facilities which are properly installed and maintained in a sound condition and are capable of providing adequate heating, appropriate for the climate, to assure a safe living environment. All heating facilities shall be free from health hazards associated with ventilation, mounting, electrical and gas connections and other defects. Unvented fuel-burning heaters must be of a listed and approved type, and are prohibited as the sole source of heating. Ovens, stoves or ranges, or other cooking appliances cannot be used for the purpose of heating any portion of a dwelling. Listed, portable space heaters may only be used as the sole source of heating on a temporary basis when the permanent heating system is being repaired or replaced.

Ch. 16, Sec. 16-11(a)(1) The presence and operations of window openings, size and condition of exits, bars, grills, grates covering windows and openings shall allow for safe and rapid egress in emergency situations. At least one window and all doors in living/sleeping rooms in dwelling units must have an operable release mechanism that allows safe and rapid egress without the use of separate tools.

02/29/2016 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.
02/29/2016 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws.
02/29/2016 T.C. Ch. 16, Sec. 16-11(e) PLUMBING SYSTEMS. (3) All plumbing systems are to be maintained safe and hazard free and in a state of good repair. Every dwelling or dwelling unit shall have an adequate potable water supply. Every plumbing fixture, water and waste-pipe, and gas connection shall be properly installed in accordance with all applicable laws and maintained in good and sanitary working condition so as to prevent structural deterioration or health hazards, and are to be free from leaks and obstructions.

(4) All plumbing fixtures shall be connected to a public sewer system or to an approved private sewage disposal system, with the connections free from leaks, blockages, or other defects. THE DWELLING'S CONSTRUCTION IS SLUMP BLOCK, A PORTION THE LIVING ROOM EXTERIOR WALL WAS CUT TO MOUNT A WINDOW MOUNT HEAT PUMP UNIT. THE OPENING IS ESTIMATE AT 2 FEET BY 2 FEET. NO LINTEL WAS INSTALLED ABOVE THE CUT OUT OPENING. THE WINDOW MOUNT HEAT PUMP IS POWER BY A 30 AMP CIRCUIT BREAKER AT THE DISCONNECT AND 30 AMP RECEPTACLE INSTALLED IN THE INTERIOR OF THE LIVING ROOM WALL. THE UNIT HAS AN APPLIANCE TYPE OF CORD THAT IS HARD WIRED TO THE CIRCUIT BREAKER. THE CORD IS STAPLED TO THE EAVE AREA AND TRAVELS OVER 40 FEET AND DOES PENETRATE THE DWELLING THOUGH A HOLE THAT WAS MADE IN THE EXTERIOR BLOCK WALL. THERE IS A 30 AMP CIRCUIT BREAKER WHICH FEEDS A RECEPTACLE TO THE DRYER IN THE UNPERMITTED ADDITION WHICH SERVES AS A LAUNDRY ROOM. THE LAUNDRY IS ENERGIZED WITH A LIGHT AND A RECEPTACLE. THE 5 FOOT BY 8 FOOT ATTACHED LAUNDRY ROOM IS NOT BUILT TO CODE. THIS ADDITION WAS BUILT UNDER THE PORCH AREA. BUILDING CODE VIOLATIONS: NO DOUBLE TOP PLATE NO TREATED SOLE PLATE FRAME MEMBERS ARE NOT STANDARD. THE DWELLING HAS A GAS FIRED FURNACE WHICH IS INOPERABLE. THE TENANTS ARE USING A SPACE HEATER AS A PERMANENT HEATING SOURCE. THE FURNACE ROOM HAS A 6 INCH BY 12 INCH CEILING OPENING NOT SEALED. THE KITCHEN STOVE RECEPTACLE IS LOOSE NOT PROPERLY INSTALLED AND IS SUBJECT TO PHYSICAL DAMAGE THE KITCHEN EXHAUST FAN IS INOPERABLE AND IS MISSING PROPER COVER. KITCHEN SLIDER DOOR HAS A MISSING HANDLE AND LOCKING MECHANISM. THE DWELLING UNIT HAS DUPLEX RECEPTACLES THAT ARE LOOSE AND DAMAGED COVER PLATES. BATHROOM HAS A MISSING EXHAUST FAN COVER BATHROOM IS MISSING DIVERTER HANDLE THE FRONT EXTERIOR DOORS LACK WEATHER STRIPPING SPARE BEDROOM HAS RECEPTACLE THAT IS UNSERVICEABLE. GAS FIRED WATER HEATER HAS A MISSING DOOR ON THE ENCLOSURE AND IS MISSING THE DISCHARGE PIPE ON THE UNIT. THERE IS A WOOD DECKING SYSTEM IN THE BACKYARD'S GROUND.
