10/20/2015 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, FOUND WINDOW OPENINGS LOCKED, FOUND FRONT AND REAR DOOR UNSECURED. THE ELECTRICAL SERVICE PANEL HAD BEEN LOCKED OUT, THE WATER WAS TURNED OFF, AND THE GAS METER HAD BEEN REMOVED. STRUCTURE DID APPEAR TO HAVE BEEN NEGLECTED AT ONE TIME BUT NOW IT LOOKS AS IF IT WAS RECENTLY CLEANED. TALL GRASS AND WEEDS IN THE FRONT AND SIDE OF THE PROPERTY HAD BEEN RECENTLY CUT BUT GRASS NOT REMOVED. ALSO APPEARS THAT SOMEONE STARTED CLEANING THE REAR OF THE PROPERTY AND NEARLY COMPLETED. ICLOSED THE FRONT DOOR AND MOVED TWO HEAVY ITEMS IN FRONT OF THE DOOR. I WALKED OUT OF THE REAR DOOR AND LOCKED THE DOOR AS I EXITED. THE WEST SIDE OF THE STRUCTURE DID HAVE AN OPENING CUT OUT OF THE SIDING. BEFORE BOARDING THE OPENING I FELT I NEEDED TO CHECK OWNERSHIP TO ALLOW OWNER TO SECURE PROPERLY SECURE THE STRUCTURE. CHECKED WATER BILLING, FOUND WATER HAD BEEN TURNED OFF AND A BALANCE OWED BY OWNER ON RECORD FAUSTO ANGULO, ALSO FOUND THAT WATER WAS ACTIVE UNDER ARNOLD O MORALES, ACTIVATION DATE FOR 10/22/2014. CALLED AND SPOKE WITH MR MORALES WHO STATED HE PICKED UP THE FORCLOSED PROPERTY BUT THAT FINAL CLOSING WAS NOT YET COMPLETED. HE DOES HOWEVER HAVE SOMEONE CLEANING THE PROPERTY, HE HIRED A PERSON TO REMOVE ALL TRASH AND DEBRIS FROM BOTH THE FRONT AND REAR YARDS AND THAT IS ABOUT 80% ABATED. HE HAS THAT SAME PERSON CLEANING OUT THE INTERIOR OF THE STRUCTURE AND THAT IS 100% ABATED. HE IS HAVING WATER TURNEN ON BY 10/ 22, WILL HAVE THE HOLE ON THE WEST SIDE OF STRUCTURE ABATED BY REPAIRING STUDS AND REPLACING WITH NEW SIDING. ONCE THAT IS COMPLETED HE WILL HAVE POWER TURNED ON AND WILL MAKE ALL NECESSARY REPAIRS TO THE INTERIOR. ** MET WITH RICK EXPLAINED RESEARCH AND FINDINGS OF THE NEW OWNER, WENT OVER WORK THAT HAS BEEN COMPLETED AND OWNERS PLANS TO CLEAN AND SECURE PROPERTY.RICK STATED THAT SINCE WORK IS IN PROGRESS, WE WILL CLOSE OUR CASE OUT COMPLIANT FOR AMOUNT OF WORK COMPLETED AND THAT NEW OWNER HAS A PLAN MOVING FORWARD.
