FINDINGS ARE AS FOLLOWS. >A 2FT WIDE WALL 30 INCHES TALL DIVIDES THE BASIN FROM THE WAS WITH A 4 FT OPENING IN THE CENTER, WALL WAS ORIGINAL BUT SOMEONE HAS ADDED 1 FT TO THE BACK SIDE OF THE WALL WITH ROCK AND MORTAR. LETF OVER ROCK AND MORTAR WAS THROWN INTO THE BOTTOM OF THE WAS THAT NOW CATCHES SAND FROM NEIGHBORING SAND FILTER FOR THE POOL. >THREE FOOT BURMS ON THE SIDE OF THE WASH ARE RIP RAPPED AND ROCK IN THE BOTTOM ALL ORIGINAL. > ALSO FOUND LARGE MESQUITE BRANCHES IN THE WASH THAT COULD END UP AT THE CULVERT AND THAT COULD SLOW THE RATE OF WATER INTO THE CULVERT. > FOUND A TWO INCH PIPE RUNNING FROM POOL EQUIPMENT THRU THE SIDE WALL OF THE NEIGHBORING PROPERTY TO THE EAST. > FOUND TWO PILES OF MESQUITE LIMBS CHOPPED UP AND PLACED ATTHE TOP OF THE WASH ON THE WEST SIDE. DID NOT FIND SAND IN THE RIP RAP AREA ON THE SIDES OF THE WASH BUT DID FIND THE SAND CATCHING IN THE NEW ROCK ADDED AT THE SOUTH END OF THE WASH NEAR THE WASH WALL. THE AMOUNT OF SAND WAS EQUIVALANT TO ONE 80 LB BAG OF SAND. I DID NOT FEEL THE SAND WAS ENOUGH TO IMPEDE THE FLOW OF THE WASH, HOWEVER I DID FEEL IF THE MESQUITE LIMBS FOUND THEIR WAY TO THE CULVERT AND BLOCKED THE CULVERT THEN WASTER COULD BE SLOWED BECAUSE THE LIMBS WOULD GET STUCK ON THE GRATE WHICH IN TURN WOULD SLOW ANY WATER FLOW. I DID SPEAK WITH DAVE ROBERTS, INSPECTOR SUPERVISOR AT STORMWATER, ADVISED ME OF PROPER WATER FLOW OF THE NEIGHBORING SUBDIVISIONS DIVIDED BY THE WASH. ** I THEN CALLED AND SPOKE TO THE COMPLAINTANT AND WENT OVER MY FINDINGS. I STATED THAT I FELT THE SAND SETTLING IN THE ADDED ROCK IN THE WASH WAS NOT THE PROBLEM, BUT THAT THE ADDED ROCK ITSELF WAS THE PROBLEM AND THAT THE LARGE MESQUITE LIMBS LEFT IN THE WASH MIGHT ADD TO THE PROBLEM DURING RAINY TIMES IF CAUGHT AT THE CULVERT. BY THE END OF CONVERSATION THE COMPLAINTANT REQUESTED I TAKE THE COMPLAINT NO FURTHER AND ASKED I DROP THE COMPLAINT. SPOKE WITH MARTIN ROMERO AND MIKE WYNEKEN WHO ASKED I FIRST FOLLOW UP WITH DAVE ROBERTS AND MEET HIM ON SITE TO DETERMINE IF WE COULD CLOSE THE CASE. |
10/06/2015 | INSP - FOLLOW UP CODE ENFORCE | GOODMAN | Approved | SPOKE WITH DAVE ROBERTS ON 10/05/15, DAVE STATED HE HAD ALREADY INSPECTED THE PROPERTY AND STATED HE WAS NOT CONCERNED THE SMALL AMOUNT OF SAND IN THE ROCK BUT MORE CONCERNED WITH THE BRANCHES IN THE WASH. I HAVE ALREADY SPOKEN WITH THE COMPLAINTANT ABOUT REMOVING THOSE BRANCHES FROM HIS PROPERTY AND WORK IS IN PROGRESS EVIDENCED BY THE TWO PILES OF TRIMMED BRANCHES CUT TO FIRE PLACE SIZE. COMPLAINTANT AVRILL STATED HE WOULD COMPLETE CUTTING UP THE BRANCHES, THERE WERE TWO TO THREE MEDIUM SIZE BRANCHES. NO VIOLATION / CLOSE CASE. |
