A tall palm tree on property laden with dead fronds leans over our house. palm trees in yard along the property line between 237 and 245 are weighted down with years of dead fronds. sauna on the property line. Its metal smokestack is a few feet away from surrounding trees, including dead palm fronds. inoperable motor vehicles, appliances, bathroom fixtures, wood, and assorted other trash and debris.

I DID FIND 3 PALM TREES IN THE FRONT, NONE OF THEM WERE DYING. ONE PALM TREE ON THE SOUTH PROPERTY LINE WAS OVERHANGING THE FENCE, MAKING THIS A CIVIL ISSUE. THEN INSPECTED THE REAR YARD FROM THE ALLEY. REAR YARD OF THE PROPERTY HAS A 8 FT PERIMETER YD WALLNOT ALLOWING A PERSON TO SEE ONTO THE PROPERTY. ON THE SOUTH SIDE OF THE PROPERTY, A STRUCTURE WAS ADDED TO THE REAR OF 245 SOUTH 4TH AND SITS ON THE PROPERTY LINE NORTH AND EAST PROPERTY LINES ON 245. AT THE N/E CORNER OF THE ADDED CARPORTIS A 2 FT GAP WITH A WROUGHT IRON GATE THAT ALLOWED ME TO LOOK ON THE PROEPRTY. I FOUND AN OLD 8' X 12' SHED NOT A PROBLEM, WEST OF THE SHED WAS A SPA (?) OR BUILDING APROOX 8' X8' WITH A METAL ROOF THAT PITCHED TO THE CENTER, DID FIND A STACK ON THE EAST SIDE OF THE VENT STACK AND THERE WAS A PALM TREE 8' AWAY/ 3 FT FROM THE BUILDING TO THE WEST. I FOUND NO FIRE ISSUES WITH THE STACK. THERE WERE A TOTAL OF 3 PALM TREES THAT I COULD SEE, PALM FRONDS WERE APPROX. 8-9' OFF THE GROUND AND DRIED FRONDS WERE LEFT ON THE TREE (NOT A VIOLATION) SAUNA OR SPA IS 6 FT OFF THE PROPERTY, THE 245 PROPERTY WAS BUILT O THE PROPERTY LINE PER THE AERIAL VIEWS. IT ACTUALLY SHOWS 245 ON THE 237 PROPERTY. I COULD SEE A VERY OLD VOLVO BEHIND THE 8 FT WALL AND ALSO A 8 FT FENCE SECTION ON THE SOUTH SIDE OF THE CAR. COULD NOT SEE THE PILE OF DEBRIS IN QUESTION AND PROBABLY WHY THEY BUILT A 8 FT FENCE IN THE REAR OF THE PROPERTY. NO VIOLATION / CLOSE CASE.
10/22/2015 INSP - FOLLOW UP CODE ENFORCE GOODMAN Approved RECEIVED CALLS FROM ONWER LANGDON HILL STATING HE WOULD BE ORDERING A DUMPSTER TO REMOVE DEBRIS AND DEAD VEGETATION, ASKED WHAT THE ISSUES WERE ON THE COMPLAINT FORM SO THAT HE COULD ADDRESS THEM. AT THAT TIME I ASKED IF WE COULD SET UP A APPOINTMENT THAT WOULD ALLOW US TO GET ONTO THE PROPERTY, LANGDON HILL AGREED TO ALLOW US ON THE PROEPRTY. UPON OUR ARRIVAL AT THE PROPERTY SUPERVISOR RICK SALDATE AND I PLANNED TO RECREATE THE PICTURES PROVIDED BY THE COMPLAINT ESPECIALLY THE VIEWS SHOWING THE REAR PORCH, ELECTRICAL ISSUES AND A ROW OF DEBRIS THAT APPEARED TO HAVE BEEN RAKED UP BUT NOT REMOVED. WE ALSO WANTED TO DETERMINE WHAT ACTIONS HAVE BEEN TAKEN BY THE OWNER TO BEGIN THE CLEAN UP PROCESS. OUR FINDINGS ARE AS FOLLOWS: >OWNER HAS PROVIDED A 6 FT FENCE APPROXIMATELY 10 FT IN LENGTH ON THE SOUTH SIDE OF OWNERS PROPERTY THAT NOW DOES NOT ALLOW THE PROPERTY TO BE VIEWED BY THE PUBLIC FROM THE 2FT WROUGHT IRON GATE OWNED BY THE COMPLAINTANT AND LOCATED AT THE N/E CORNER OF HIS LOT. > TWO HISTORIC VEHICLES AT THE REAR OF THE PROPERTY WERE REMOVED AND RELOCATED. I WOULD HAVE HAD TO TRESPASS ON THE PROPERTY TO OBTAIN ONE PHOTO IN PARTICULAR PROVIDED BY COMPLAINTANT. >PILE OF WOOD THAT WAS LOCATED NEXT TO THE OLD VEHICLES, ALONG WITH OTHER "DEBRIS" HAS BEEN GONE THROUGH, REMOVING ANY UNUSABLE MATERIALS AND PLACING THOSE MATERIALS IN A DUMPSTER PLACED AT THE REAR OF THE PROPERTY. REMAINING MATERIALS ARE TO BE NEATLY STACKED BEHIND THE NEW FENCE, AND USED LATER > DEBRIS LEANING AGAINST THE SHED IN THE REAR YARD HAS ALSO BEEN REMOVED. > WE WERE ABLE TO VIEW THE SAUNA, STACK IN QUESTION EXITING THE ROOF IS USED TO REMOVE STEAM FROM THE SAUNA, A SELF CONTAINED BOX IS USED TO HEAT THE LAVA ROCK. EMBERS FROM A BURN CANNOT LEAVE THE SELF CONTAINED BOX, AND DO NOT EXIT VIA THE STACK. > FOUND (4) PALM TREES IN THE REAR YARD, TWO CLOSEST TO THE SAUNA HAVE ALREADY BEEN TRIMMED. LARGER PALM TREE WITH DEAD PALM FRONDS HAS BEEN TRIMMED 10 FT FROM THE GROUND AND AWAY FROM NEIGHBORING STRUCTURE IN ACCORDANCE WITH T.C. 16-13 A(4). TWO REMAINING PALM TREES ARE TO BE TRIMMED, WORK IN PROGRESS. >REFRIGERATOR ON THE REAR PORCH HAS BEEN REMOVED. FOR ME TO HAVE OBTAINED THAT PHOTO, I WOULD HAVE HAD TO TREPASS ONTO THE PROPERTY. > I COULD NOT FIND ON THIS PROPERTY ANY HAZARDOUS ELECTRICAL COMING FROM UNDERGROUND. IT IS UNKNOWN FROM WHERE, THE PHOTO MAY HAVE BEEN TAKEN. >FRONT YARD THAT WAS DETERMINED NOT TO BE AN ISSUE HAS HAD TREES TRIMMED AND PINE NEEDLES RAKED UP EVIDENCED BY THE PILE OF TREE LIMBS AND SEVERAL PILES OF PINE NEEDLES IN THE FRONT YARD. >DEBRIS AND DEAD VEGETATION IS BEING BLOWN OFF THE ROOF OF THE MAIN STRUCTURE. >ANY TYPE OF DEAD VEGETATION FOUND ON THE GROUNDS OF THE REAR YARD IS ALSO BEING RAKED UP AND REMOVED. THAT WORK IS ALSO IN PROGRESS. > AREA BEING USED FOR STORAGE AT THE REAR OF THE PROPERTY MEASURED APPROXIMATELY 27FT X 64 FT FOR A TOTAL OF 1728 SQ FT. THE TOTAL LOT SIZE MINUS THE STRUCTURE IS APPROX 9298 SQ FT. ALLOWABLE 25% STORAGE AREA SHOULD BE 2324 SQ FT. THIS SHOWS OWNER IS UNDER THE ALLOWABLE 25% BY ALMOST 600 FT ** A NOV WAS NEVER ISSUED AT THE TIME OF MY INITIAL INSPECTION AND FINDINGS CONFIRMED BY SUPERVISOR RICK SALDATE ON A FOLLOW UP INSPECTION. OWNER AT 237 S 4TH AVE HAS GONE ABOVE AND BEYOND TO ADDRESS ALL THE ISSUES RECEIVED FROM THE COMPLAINTANTI WILL BE CLOSING CASE AS OF 11/05/2015
