07/24/2015 INSP - INITIAL CODE ENFORCMENT COX Approved Conducted inspection today which resulted in the condemnation of the residence. Inspector Morales and myself initially met with the son-in-law of the occupant, the son-in-law lives immediately next door to the east at 6060, and advised the reason for the visit. He was aware and thanked us for helping. I explained the insuing process and then Morales and I proceeded to attempte contact with the occupant of 6050. Upon approaching the front door there was much debris, trash and refuse in the front yard and about the front door. The owner, Mr. Keefer, answered the door an I explained the reason for our visit and requested permission to enter the residence. Mr. Keefer agreed and allowed entry. Upon entering the home it was immediately and abundantly evident that the home was unfit for human occupancy. There were no offensive odors however there was an extrodinary amount of debris throughout the entire residence. There were no animals living in the home. Morales and myself moved about the house taking photographs and asking the owner questions. It was discovered that natural gas was not being supplied to the residence therefore no hot water, oven/range or central heating were available. The water was on and availabe at the plumbing fixtures. In the bathroom the toilet was accessible however the tub/shower was filled with debris as was the lavatory. The main hallway to the bedrooms was cluttered and obstructed to the point that there was a small path to gain access however not without walking on top of debris. Getting to the bedroom where Mr. Keefer was slept the door would not open fully and the room was heavily cluttered with only a small path to the bed. The bed was about 80% covered with debris leaving only a very small area where it was clear Mr. Keefer was sleeping. There were 2 other bedrooms that were completely filled with debris. The kitchen was equally cluttered with debris as was the living room and a small den off the kitchen. In the den there was a small path that led to the rear door. The door would open however not fully due to debris. There was an obvious roof leak in the den area as there was smalll tub containing water, most likely from a recent rain, as well as evidence on the ceiling. The ceiling in the den area was heavily deteriorated and the ceiling tiles were either falling or missing altogether. The rear yard was very much like the interior of the home with excessive amounts of debris however there was much trash and refuse in the yard as well as weeds, grass and untended vegetation. I explained to the owner that I would be condemning the property and that he would not be permitted to live there until such time as the property was cleaned up, both interior and exterior, in addition to the other physical repairs and required utilities were provided. Mr. Keefer stated that he understood and did not resist or protest in any way. I wrote up and Notice to Evacuate and posted the home with the order to keep vacant and took photos. Mr. Keefer signed the Notice and we proceeded to his son-in-laws home. I explained everything in detail to all parties and advised I would be send a Notice of Violation detailing all the violations and necesary actions to correct. I advised them to contact ES as soon as possibe and request a roll-off style container be delivered to begin the clean up process immediately. I also suggested they contact with Pima Council on Aging to see if there were other resources available to assisst Mr. Keefer in abating the violations.
