Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe. |

TFD CUT THE LOCK ON THE FRONT GATE TO ENTER THE PROPERTY AND CALLED TEP TO REMOVE THE ELECTRICAL METER. MY FINDINGS ARE AS FOLLOWS: >STRUCTURE HAD BEEN BAORDED, AND NO TRESPASSING SIGNS WERE POSTED AT ONE TIME. FOUND ONE SIGN ON THE GROUND AND A PARTIAL SIGN ON THE STRUCTURE. FOUND A SECOND STRUCTURE AT THE BACK OF THE PROPERTY. >STRUCTURES ARE SURROUNDED BY A 6 FT WALL WITH 3 DBL GATES AND ONE SINGLE GATE IN THE FRONT WHERE TFD HAD ENTERED. >FOUND HOUSE VACANT, ALL DOORS HAD BEEN LOCKED AND NOW BOARDS HAD BEEN REMOVED AND STRUCTURE UNSECURED. > FOUND TRANSIENT ACTIVITY EVIDENCED BY THE BEDROLL, BLANKETS, BOXES AND BAG OF CLOTHES, FOOD AND DRINK CONTAINERS. ALSO FOUND EVIDENCE OF DRUG USE. FOUND FIVE NEEDLES AND SPOONS STUCK IN THE WALLS AND SPOONS AROUND THE EXTERIOR OF THE STRUCTURE. > INTERIOR OF STRUCTURE WAS STRIPPED DOWN TO THE STUDS EXPOSING EXISTING ELECTRICAL AND SOME NEW CIRCUITS, RUN FROM EXISTING BOXES. >THERE WERE NO UTILITIES, ELECTRICAL METER HAD BEEN BOOTED TODAY, GAS METERS WERE GONE, AND THERE WAS NO WATER. > FIRE STARTED BELOW THE FLOOR IN THE S/W BDRM. FLOOR HAD BEEN CUT BY TFD REVIELING BURNT FLOOR JOIST AND FLOORING. ONLY BURNED AREA WAS THE S/W BDRM. >FOUND NO ACTIVITY IN THE REAR STRUCTURE. ROOF AND CEILING HAD BEEN REMOVED, OPEN TO THE ELEMENTS. EVEN THOUGH THERE WAS A WALL AROUND THE PROPERTY, I FELT TRANSIENTS COULD BE BACK DO TO THE DRUG ACTIVITY FOUND INSIDE AND LEAVING THE STRUCTURE UNSECURED WOULD ONLY INVITE USERS BACK INTO THE BUILDING WHICH IS WHY THE STRUCTURE WAS RESECURED. BATHCREST SECURED THE STRUCTURE. |

DID SPEAK WITH OWNER WHO INFORMED ME THAT HE IS STILL INTERESTED IN DEMOING THE REAR STRUCTURE AND COMPLETING THE FRONT STRUCTURE, BUT DUE TO LACK OF FUNDS MAY NEED TO WAIT.
