04/23/2015 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.
04/23/2015 T.C. Ch. 16, Sec. 16-13(b) ACCUMULATION OF REFUSE PROHIBITED. Each owner, lessee, tenant, resident or occupant shall maintain a property so it is free of accumulated refuse and debris. Accumulated refuse and debris means contained or uncontained refuse and debris that is present on the property in a manner not authorized by the Tucson Code. Material recycling facilities meeting the requirements of section 15-24.7 are exempt from this prohibition.

04/21/2015 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, COMMERCIAL PROPERTY, SIGN IN FRONT HAD K & L ENTERPRISES WITH A PHONE NUMBER. NUMBER WAS A NON WORKING NUMBER. PROPERTY HAD A SMALL STRUCTURE INSIDE THE FENCED PROPERTY, APPEARED TO BE A CAR DEALERSHIP OR AUTO REPAIR SHOP. MAIN STRUCTURE WAS APPROX 12 FT X 30 FT., ADDED REAR PORCH APPROX 28 FT X 24 FT PROBABLY WORK WITHOUT PERMITS. ** TFD STATED FIRE STARTED IN THE DRY GRASS AND WEEDS OUT SIDE THE FENCED AREA AND THEN MOVED INSIDE THE PROPERTY BURNING THE GRASS AND WEEDS AND MOVING INTO THE REAR PORCH AREA. ADDED PORCH WAS CONSTRUCTED OF 1/2" OSB ON TOP OF 12-14" TGI'S, SITTING ON TOP OF A 4 X 6 BEAM ON TP OF 4 X 6 POSTS. NORTH END SAT ON TOP OF REAR WALL OF BUILDING. MET WITH TFD INVESTIGATORS WHO STATED TFD HAD CUT LOCKS ON FRONT GATE TO GAIN ENTRY INTO THE PROPERTY AND FORCED FRONT AND REAR DOORS OPEN TO GAIN ENTRY INTO THE STRUCTURE. THERE WAS NO DAMAGE TO THE STRUCTURE ITSELF. MASONRY WALLS STOPPED INTERIOR DAMAGE. APPEARS BUSSINESS HAS BEEN SHUT DOWN FOR SOME TIME. ** AERIALS FROM 1998 SHOW REAR PORCH ON THE STRUCTURE BUT AFTER 2008 SHOWED PORCH WAS REBUILT TO PRESENT SIZE. ** STRUCTURE WAS LEFT UNSECURED, DUE TO PROPERTY BEING COMPLETELY FENCED. FRONT GATE WAS SECURED WITH HEAVY CHAIN AND LOCK.
09/08/2015 INSP - FOLLOW UP CODE ENFORCE GOODMAN Approved VISITED SITE, CAR HAS BEEN REMOVED, TRASH AND DEBRIS ALSO REMOVED IN THE FRONT PORTION OF THE PROPERTY. TALL GRAS WAS BURNED AND CAUSED FIRE, HAS BEEN MOSTLY CLEANED UP, AND BURNED PORCH IN APPLIED STATUS PROBABLY DUE TO NO PERMIT FOR THE POCH THEREFORE A PERMIT CANNOT BE GIVEN FOR THE DEMO. SPOKE WITH MARTIN ROMERO EXPLAINED THE PROPERTY IS FENCED ALL THE WAY AROUND DUE TO CLEARWATER SIGN ON THE PROPERTY, GATES CHAINED AND LOCKED. MARTIN STATED SINCE THE PROPERTY IS FENCED WE CAN GO AHEAD AND CLOSE THE CASE.
