04/18/2015 | INSP - INITIAL CODE ENFORCMENT | VIDAL | Approved | Communication called that T.F.D. on site with a hoarder. Arrived and T.P.D. on site and the owner has been transported to St. Marys Hospital. The house was opened and was able to take pictures. The property has tall grass and weeds, JMV in the front driveway and is full of boxes and other items, not able to enter through the front door due to the area is blocked with a desk and other items, the sidewalk area is blocked with tree branches of overgrowth, the rear yard has storage against the house on the side and the rear of the house, not able to enter the house through the door due to the amount of trash and debris against the door from the kitchen. Was able to push the trash and debris away from the door to enter the house and found the kitchen only with a path to get to the dinning room and living room area. Was able to get to the living room and not able to continue due to the amout of storage in the house. The owner appears to be sleeping on the piles of storage and trash and debris in the living room where found pillows are on top of the piles and appeared to have been slept on. The bathroom was able to see the top of the toilet but has no clearance to be used. Not able to get to the front door due to blockage of the storage and the trash and debris. The height of the storage or trash and debris is approx. 2' to 6' from the floor and not able to see the floor in any area. All the path to the doors and windows through out do not exist any where in the house. Did see a large amount of large roaches through out while inside. The power was turned off at the breakers and TEP will remove the meter on Monday. Due to the owner has been transported, did do the posting of "Do Not Enter" on the garage door facing the street. Did meet the owner at the hospital and the sister and her husband who is not living in the house. The owner did have a stroke and did meet with the sister to go over the issues on the property. Did let the sister know that the owner is not allowed in the house to stay until the interior is cleaned and inspected for clear passages to all the doors and windows through out. The sister is not sure that the owner will be going back home due to the stroke and may be put in a home. Not sure how they are going to get the property cleaned due lacking funds. The sister did sign all the paper work and gave a card to call if needs any more help. The owner was not able to talk and did meet with the nursing staff to let them know that the property has been condemned when the owner is going to be released. Will check in 30 days. RV. |

Did meet a worker on site and the property has been cleaned through out with cutting of the vegetation and the tall grass and weeds. The interior of the house has been cleaned of the trash and debris but no repairs to the house. Smoke detectors have been installed but the house has been taken over by the bank. At this time the case will be closed. Violation Abated, Close Case. RV. |
