04/09/2015 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, I FOUND A DEEP LOT WITH (4) CASITAS ON THE PROPERTY, ALL UNITS WERE ON THE EAST SIDE OF THE PROPERTY AND A GRAVEL DRIVE ON THE WEST SIDE. THERE WAS A 6 FT WOOD FENCE ON THE WEST SIDE OF THE PROPERTY AND A FENCE IN THE REAR, DID NOT NOTICE IF THERE WAS A EAST SIDE FENCE. I SPOKE WITH A MALE OCCUPANT FROM UNIT #1, HE WAS IN HIS BACK YARD. HE STATED HE HAD NOT LIVED THERE LONG, KNOWS NOTHING ABOUT THE PROPERTY BEING A POSSIBLE HALFWAY HOUSE OR DRUG REHAB FOR DRUG ADDITCTS AND OFFERED LITTLE OTHER INFORMATION. SPOKE WITH OCCUPANTS IN UNIT #3, WHO GAVE ME THE OWNERS NAMD AND CONTACT NUMBER, MENTIONED THAT THEY HAVE LIVED ON SITE FOR ABOUT 3-4 YRS. THEY STATED UNIT #2 IS NOT OCCUPIED AND MORE OR LESS BEING USED FOR STORAGE, THEY KNEW NOTHING OF A ILLEGAL BUSINESS, AND FELT THEY HAD GOOD NEIGHBORS, #3 TENANTS DROVE A SMALL WHITE NISSAN TRUCK AND HAD (2) LAWN MOWERS IN THE BACK OF THE TRUCK. REAR OF THE PROPERTY SEEMED QUIET. I DID CALL AND SPEAK WITH THE OWNER, READ THE COMPLAINT TO HIM. MR MITCHELL STATED HE HAS NO BUSINESS THERE OUTSIDE OF RENTING THE UNITS. HE IS NOT AND NEVER HAS BEEN REGISTERED AS A DRUG REHAB OR HALFWAY HOUSE. MR MITCHEL STATED HE ONLY RENTS THE UNITS. WHILE SITTING AND WRITING MY NOTES, I DID OBSERVE 3 CARS AND PEOPLE DRIVE INTO THE FRONT DRIVE OF #1 BUT HAVE NO EVIDENCE OR REASON OF WHY THEY WERE THERE. ***THERE WAS NO EVIDENCE OF A ILLEGAL BUSINESS, IT DOES APPEAR AS THREE UNITS SIMPLY BEING RENTED OUT. I'M UNSURE OF WHAT IS MEANT BY A DRUG RECOVERY BUSINESS, BUT WHAT I THOUGHT WERE THE APPROPRIATE QUESTIONS WERE ASKED DUE TO LACK OF SPECIFICS. I FOUND NO VIOLATIONS AT THE TIME OF MY INSPECTION. NO VIOLATION / CLOSE CASE
