03/10/2015 T.C. Ch. 3, Sec. 3-55 No sign shall be permitted on any curb, sidewalk, post, pole, hydrant, bridge, tree or other surface located on public property or over or across any street or public thoroughfare, except as expressly authorized by this sign code.
03/10/2015 T.C. Ch. 3, Sec. 3-16: A PERMIT IS REQUIRED TO INSTALL A SIGN. A. It shall be a civil infraction for any person to erect, reinstall, alter, change the copy of, repair or relocate a sign within the city limits, or cause the same to be done, without first obtaining a permit or permits from the development services department, as required by this sign code.
03/10/2015 T.C. Ch. 3, Sec. 3-57. BANNERS. A piece of fabric permanently attached by one or more edges to a pole, rod or cord. Banners may be attached to a building, where permitted, or placed along a curb. A. Not allowed for nonresidential or home occupation uses. B. The area of curbside banners shall not be included in the calculation of total allowable sign area. C. Removal: Faded or tattered banners must be replaced or removed at the direction of the sign code administrator. D. Right-of-way: Banners may extend or project over a public right-of-way or public property only as provided in section 3-43B. E. Copy limitation: Banners may include logos and pictographs but shall not contain any other lettered copy, except: 1. They may include festive or seasonal proclamations or may announce cultural or civic events that are open to the public. In such case, the banner may devote up to twenty-five (25) percent of the surface area to the name and/or logo of one public, private or commercial sponsor. 2. A banner meeting the criteria for festive or seasonal proclamations may be displayed for sixty (60) days or less and shall be removed within forty-eight (48) hours after the seasonal, cultural or civic event. F. Maximum area: Twenty-five (25) square feet. G. Minimum area: Six (6) square feet. H. Maximum number: One (1) for every fifteen (15) feet of building length per street frontage. On buildings having more than one street frontage, the maximum allowable number of banners is not transferable from one street frontage to another. I. Minimum distance from ground level to bottom of banner: Ten (10) feet. J. Allowable height: May not extend above the facade or eave of the building or structure and shall not exceed forty (40) feet above grade.

03/03/2015 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, MET WITH ON SITE MANAGER EXPLAINED THE COMPLAINT ASKED HE MAKE A COPY WHICH HE DID DO, EDUCATED MANAGER ON SIGN CODE AND PROVIDED PAPERWORK FOR PERMITS AND A-FRAME AND BANNER SIGNS. THEN A PERSON WHO CLAIMED HE WAS THE OWNER CAME OUT FROM THE REAR BUILDING WAS VERY UPSET, I TRIED EXPLAINING WHAT I WAS THERE FOR AND HE BECAME VERBALLY ABUSIVE. I ASKED HE CONTACT SIGN DEPT TO DETERMINE HOW MANY SIGNS HE COULD HAVE AND HOW TO OBTAIN PERMITS. NOT SURE IF HE GOT IT, HE WAS SO MAD. TWO A-FRAME SIGNS WERE REMOVED BY FIRST MANAGER, BANNER REMAINED ON THE FENCE. NOV TO FOLLOW.
03/25/2015 INSP - FOLLOW UP CODE ENFORCE GOODMAN Approved AFTER SPEAKING WITH THE OWNER ON RECORD, RICHARD HUERTA I FOUND THAT ALTHOUGH HE OWNERS THE CAR WASH LEGALLY, HE NO LONGER RUNS THE CARWASH AND HAS TURNED THE CAR WASH OVER TO HIS SON TO NOW RUN THE BUSINESS. EXPLAINED TO MR HUERTA THAT BECAUSE HE IS LEGALLY THE OWNER ON RECORD, THAT IF HIS SON CONTINUES TO PUT OUT THE SIGNS THAT IF SITED HE WOULD BE RESPONSIBLE FOR THE 600.OO IN FINES. MR HUERTA MENTIONED THAT HE WOULD TALK WITH HIS SON. APPROX 2 HRS AFTER OUR CONVERSATION I FOUND BANNERS REMAINED DOWN AND A FRAMED REMOVED AND TAKEN INSIDE THE LOT. COMPLIANCE / CLOSE CASE.
