03/09/2015 T.C. Ch. 3, Sec. 3-16: A PERMIT IS REQUIRED TO INSTALL A SIGN. A. It shall be a civil infraction for any person to erect, reinstall, alter, change the copy of, repair or relocate a sign within the city limits, or cause the same to be done, without first obtaining a permit or permits from the development services department, as required by this sign code.
03/09/2015 T.C. Ch. 3 Sec. 3-68. TEMPORARY SIGNS. A. Temporary non-commercial signs may be displayed for sixty (60) days or less unless otherwise specified in this sign code. B. Removal: If the temporary sign relates to a specific event, the sign must be removed within forty-eight (48) hours after the event. C. Grand opening, sales and civic events banner, general requirements: 1. Banners: a. All corners must be attached to the building wall or facade. b. Maximum number: One (1) per street frontage. c. Maximum area: Ninety (90) square feet. d. A permit for the use of a banner will be issued for up to forty-five (45) days. e. Removal. A banner must be removed after forty-five (45) consecutive days. 2. Pennants: Pennants will be allowed only for a period of ten (10) days. 3. Balloon sign: One (1) balloon sign is permitted per business establishment. A balloon sign is prohibited from having mechanical or electronic movement or animation of any kind. A balloon will be allowed only for a period of ten (10) days. D. Banner used as temporary signage, general requirements: 1. All corners must be attached to the building wall or facade or a temporary construction structure during periods of remodeling or road construction. 2. Maximum number: One (1) banner per street frontage. 3. Permit: Issued in 45-day increments. This banner cannot be used for more than a cumulative total of ninety (90) days in any calendar year, except that if banner is used to temporarily advertise business activities during the course of construction, permit may be renewed until construction has been completed. 4. Removal: Upon completion of construction or as stated on the permit for installation of the banner. 5. Maximum area: Ninety (90) square feet.
03/09/2015 T.C. Ch. 3, Sec. 3-57. BANNERS. A piece of fabric permanently attached by one or more edges to a pole, rod or cord. Banners may be attached to a building, where permitted, or placed along a curb. A. Not allowed for nonresidential or home occupation uses. B. The area of curbside banners shall not be included in the calculation of total allowable sign area. C. Removal: Faded or tattered banners must be replaced or removed at the direction of the sign code administrator. D. Right-of-way: Banners may extend or project over a public right-of-way or public property only as provided in section 3-43B. E. Copy limitation: Banners may include logos and pictographs but shall not contain any other lettered copy, except: 1. They may include festive or seasonal proclamations or may announce cultural or civic events that are open to the public. In such case, the banner may devote up to twenty-five (25) percent of the surface area to the name and/or logo of one public, private or commercial sponsor. 2. A banner meeting the criteria for festive or seasonal proclamations may be displayed for sixty (60) days or less and shall be removed within forty-eight (48) hours after the seasonal, cultural or civic event. F. Maximum area: Twenty-five (25) square feet. G. Minimum area: Six (6) square feet. H. Maximum number: One (1) for every fifteen (15) feet of building length per street frontage. On buildings having more than one street frontage, the maximum allowable number of banners is not transferable from one street frontage to another. I. Minimum distance from ground level to bottom of banner: Ten (10) feet. J. Allowable height: May not extend above the facade or eave of the building or structure and shall not exceed forty (40) feet above grade.

03/05/2015 INSP - INITIAL CODE ENFORCMENT NAVARRO Approved Visited ssite, inspected, found as follows, there were four-three inch in diamiter galvinzed poles in the city right of way, started to pull the poles out of the ground and was confronted by the manager, he then explained to me tha tthe poles are on private property and that I had no right to remove thse poles, I then tried to explain to him that it was city of right of way and that the privious complaint I explained to him that all needed to be removed, I then explained to him that I was going to write a citation for the banners on the building that were in violation, I then finished pulling the poles of the city right of way , went to city vehicle and gathered the proper documentation to write to the manager on site, I then met with the manager that I would need to have his drivers license and a citation would be writing to him, I he then told me that I was not going to recievce his drivers license, I then called 911 contatced the Tuceon Police Department and requested assitance for writing a cival citation to the manager, I then contatced my supervisor about the confrontation by the manager and that I had contacted the TUcson Police Department, He then asked if I would like for him to appear on site, I then replied and he stated that he would be headed to the site, Approximately ten minutes passed and then Tucson police officer had appeared, I then explained the status of the case and that I needed to have him ask the manager for his AZ drivers license, he then approached the manager and asked the manager for his drivers License and the manager asked why he needed to give him his drivers license, the officer then explained to him that he would need to give him his drivers license, at that time the manager had stated that did not need to and tha the manager above him was on his way, my supervisor appeared,the officer then stated tha the was gong to contact his sargent and have him appear on site, it was discussed when all parties appeared on why the citation was going to be given and that the manager would have to give his drivers license for the citation, the main manager of the shop was requested to contatc the manager and get his drivers license, he did at that point and gave drivers license to me(William Navarro), I then wrote citation explained citation, asked if he under stood stated he and had manger sign, Gave responednts copy and arraigment was set for 03/26/2015 between the hours of 8:30am and 4:30pm, had taken pictures
