UNABLE TO REACH THE KITCHEN, BEDROOM AREA OR BATHROOM. THE FRONT DOOR DID NOT OPEN ALL THE WAY DUE TO THE SHOPPING CART PLACED BEHIND THE FRONT DOOR. CONTACTED SUPERVISORS AND ISSUED PAPER WORK TO THE PROPERTY MANAGER ADVISING HER OF THE UNSANITARY CONDITION OF THE UNIT THAT IS NOT FIT FOR HUMAN HABITATION. CONTACTED ADULT PROTECTIVE SERVICES AND REPORTED THE CONDITION OF THE OCCUPANT WAS LIVING IN. ADVISED THE OCCUPANT OF THE SITUATION. POSTED UNIT AND SHUTDOWN UNIT.
