I explained to her as I had previously explained to her employees (5 days ago) that these are all illegal signs and you CANNOT get a permit for these. I gave her a copy of "illegal signs". I warned her of a citation the next time. She removed all the illegal signs in my presence. Violations abated. Close Case.
