04/11/2014 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved PRIOR TO VISITING THE SITE, I CALLED AND SPOKE TO OCCUPANT (MR SANDOVAL) WHO MENTIONED HE IS A PLUMBER WORKS FOR SPARTAN PLUMBING, MENTIONED HE HAS HAD PROBLEMS WITH THE PLUMBING IN THE HOUSE SINCE DEC. 2013. FOUND DAMAGE TO THE CABINETS AND DRYWALL AND TOLD THE OWNERS HE WOULD SCOPE THE SEWER LINES AND LOOK FOR LEAKS, AND DID FIND LEAKS. MENTIONED THE OWNERS SAW CUT THE FLOOR AND REMOVED CABINETS AND DRYWALL. ** CALLED AND SPOKE TO OWNER FELICIA WHO MENTIONED THEY WERE MADE AWARE OF THE PROBLEM MONTHS AGO, OCCUPANT TOLD THEM THAT HE WOULD PROVIDE A BID AND DO THE WORK BUT THEY NEVER RECEIVED A PROPOSAL, THEY CALLED HIM SEVERAL TIMES AND AT THOSE TIMES HE DID NOT HAVE TIME FOR THE WORK. OWNERS STATED THAT TENANTS WOULD NOT ALLOW ENTY INTO THE UNIT, CONTACTED THEIR LAWYER AND STARTED A EVICTION PROCESS. WHEN THEY GAINED ENTRY THEY FOUND THE LOWER CABINETS REMOVED, DRYWALL AROUND THE PLUMBING REMOVED, FLOOR JACKHAMMERED ALONG WHERE CABINETS WHERE REMOVED AND PLUMBING NOT COMPLETED. OWNERS CONTACTED WHITTON PLUMBING TO COMPLETE THE PLUMBING PORTION AND WHITTON DID THAT. OWNERS CONTACTED REGISTRAR OF CONTRACTORS, CONTACTED SPARTAN PLUMBING WHO WAS NOT AWARE OF THE WORK BEING DONE, AND WERE INFORMED OF NO PERMIT BY POPLIN CONSTRUCTION WHO WAS CONTACTED TO REPRESENT THE OWNERS AND POSSIBLEY CONDUCT THE WORK AND SECURE PERMITS. FOR THE PLUMBING, CONCRETE PATCH AND DRYWALL. WORK COMPLETED HAS BEEN LEFT OPEN DUE T0 R.O.C. , AND LAWYER BEING INVOLVED. OWNERS HAVE CONTACTED THE ROC TO DETERMINE IF THE WORK CAN BE COVERED DUE TO KIDS INSIDE THE HOUSE WITH A OPEN TRENCH. OWNERS WERE ASKED TO CLOSE THE TRENCH. **MET WITH OWNERS ONSITE AND POPLIN CONST. BOBBY POPLIN. ALTHOUGH OWNERS HAD THE PLUMBING CORRECTED BY WHITTON PLUMBING POPLIN CONST. WAS ASKED TO OBTAIN A COMBO PERMIT THAT WOULD INCLUDE THE FLOOR CUT, REMAINING PLUMBING ISSUE AND DRYWALL ISSUE. WHAT WOULD NEED TO BE INCLUDED IN HIS PROPOSAL WOULD BE FLOORING (WOOD AND TILE) AND CABINETS REINSTALLED. POPLIN ASKED FOR TIME TO GET WITH WHITTON PLUMBING CONCERNING THE WORK THEY HAD DONE AND THEN WOULD SUBMIT THEIR PROPOSAL AND THEN SECURE A PERMIT.
