JOE ALLOWED ME INTO THE APT. AND I DID FIND THAT THE TOILET WAS WORKING, NO LEAKS. HCD HAS NO JURISDICTION DUE TO THE UNIT BEING VACANT , HOWEVER THE COMPLAINT WAS ABATED UPON ARRIVAL. NO VIOLATION / CLOSE CASE.
