Walgreen’s electronic sign violates the one change per hour minimum. Different messages rotate in alternating intervals of one hour and one minute interval. The one-minute display is a separate violation because it advertises medical services at a different location (6767 E. Broadway Blvd) and on-premises signs, including electronic message centers, cannot be used for off-premises (billboard) advertising. Observed Saturday, 2/8/14 mid to late afternoon. CE01 Area.
