Ch. 16, Sec. 16-11(a)(1) The presence and operations of window openings, size and condition of exits, bars, grills, grates covering windows and openings shall allow for safe and rapid egress in emergency situations. At least one window and all doors in living/sleeping rooms in dwelling units must have an operable release mechanism that allows safe and rapid egress without the use of separate tools.
06/05/2013 T.C. Ch. 16, Sec. 16-11(a)(2) Every dwelling unit or guest room shall have unobstructed access directly to the outside, or to a public corridor. Every door, stairway, passageway or other means of exit shall be of sufficient size, width and arrangement so as to provide safe and rapid egress in the event of fire. Every walking surface of any means of exit shall be maintained free of warping, rotting, or other damage or obstructions so as to provide safe and rapid egress in the event of fire.

06/05/2013 T.C. Ch. 16, Sec. 16-11(g) INTERIOR SANITATION. (1) The interior of every building or structure shall be maintained free from any unsafe or unsanitary accumulation of refuse. (2) All sanitary facilities shall be installed and maintained in a safe and sanitary condition. (3) Every dwelling unit must have a kitchen, which shall include a sink. Sink drain boards and countertops adjacent to the kitchen sink shall be made of non-absorbent materials, or must be covered by a non-absorbent material.
06/05/2013 T.C. Ch. 16, Sec. 16-13(b) ACCUMULATION OF REFUSE PROHIBITED. Each owner, lessee, tenant, resident or occupant shall maintain a property so it is free of accumulated refuse and debris. Accumulated refuse and debris means contained or uncontained refuse and debris that is present on the property in a manner not authorized by the Tucson Code. Material recycling facilities meeting the requirements of section 15-24.7 are exempt from this prohibition.
06/05/2013 T.C. Ch. 16, Sec. 16-13(h) OUTDOOR STORAGE Outdoor storage on residential properties is prohibited under the following conditions: 1. When stored in the front yard. 2. When stored in the side yard or rear yard and is not screened by a minimum five foot high solid wall or opaque fence. 3. When exceeds 25% of the total lot area. 4. When stored in an open covered porch that is visible from beyond the boundaries of the lot. 5. When stored in an open carport that is visible from beyond the boundaries of the lot where the amount of storage restricts an automobile from being properly stored within the carport. A double carport will require enough space to store two automobiles. 6. When storage items include garbage, refuse or debris.

06/04/2013 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved WHILE INSPECTING UNIT B FOR ELECTRICAL HAZARDS ON 6/03/2013, I MET WITH THE OWNER WHO LIVED IN UNIT A. OWNER WAS ELDERLY, HE SAID HE WAS 77 YRS OLD, HAD TWO CAREGIVERS ALSO BOTH ELDERLY. I NOTICED TRASH AND DEBRIS THRU OUT THE PROPERTY AND A FOUL ODER COMING FROM THE INTERIOR OF THE STRUCTURE. MET WITH RICK S AND MARTIN ROMERO ON 6/04 EXPLAINED THE SITUATION AND BOTH AGREED WE NEEDED TO INSPECT THE PROPERTY AND POSSIBLY SHUT IT DOWN. MET WITH RICK, MARTIN R, AND MARTIN LOPEZ AT THE PROPERTY , WHILE ONSITE THE CAREGIVERS ARRIVED, RICK SPOKE WITH ALL 3 OCCUPANTS AND ASKED IF WE COULD INSPECT THE PROPERTY. CAREGIVER RICHARD WORLEY MENTIONED HE DID NOT WANT US INSPECTING THE PROPERTY, AND BECAME AGITATED. OWNER ALSO MENTIONED NO INSPECTING. RICK CONTACTED TPD, AND THEN CITY PROSECUTOR. MR WORLEY HEARD RICK'S CONVERSATIONS AND THEN DECIDE TO ALLOW ENTRY, OWNER MR BUCKLEY CONCURRED. THEY ASKED ONLY ONE INSPECTOR ENTER THE BUILDING. MARTIN INSPECTED THE STRUCTURE, A 1 BDRM, 1 BATH, SMALL KITCHEN AND LIVINGROOM. MARTINE FOUND NO SMOKE DETECTORS, BLOCKED PATHWAYS TO ALL EXITS, TRASH AND DERIS THRU OUT THE INTERIOR OF THE PROPERTY AND VERY UNSANITARY LIVING CONDITIONS. TPD ARRIVED ON SITE, THEN ALSO INSPECTED THE BUILDING. THE DECISION WAS MADE TO CONDEMN THE STRUCTURE, CAREGIVERS DETERMINED THAT THRU INSURANCE WOULD HAVE OWNER PUT UP IN A MOTEL. AN EMERGENCY NOTICE WAS ISSUED AND POSTED UNFIT TO OCCUPY. PIMA ANIMAL CONTROL WAS CALLED OUT TO REMOVE 5-6 CATS AND KITTENS.
