Description:
Dog feces in plastic bags are being dumped in the utility alleyway between Edison and Hampton. The alleyway runs east off of Dodge. The person is dumping the dog waste over their patio wall into the alley. The plastic bags have ripped open exposing the dog waste causing a hazard.
