There was debris and refuse in the front of the property and in the alley as stated in the complaint. In addition there was refuse and debris in the rear yard, clearly visible due to a broken section of fencing. The alley is obstructed as the trash spills approximately to the middle of the alley. I was able to pass in my passenger truck however a refuse collection vehicle would have difficulty passing. Will send NOV to owner who lives at a different address. |
