The pipe has been repaired but the tenant is moving out and the water is still off at the meter. The house smells and nothing has been done on the repairs. The neighbors and the tenant stated that the owner is losing the property to foreclosure. The tenant has been paying the rent and will stop paying due to moving out. They have another place to stay to move out. The tenant has talk to the owner and she will not be repairing the drywall or the plumbing.
