05/24/2012 INSP - INITIAL CODE ENFORCMENT RVIDAL Approved Went to the property and was able to gain entry into the home by the tenant letting us in. The house is being used as a boarding house and found 2-people in each bedroom and are not related. This is a 3-bedroom and found 2-more beds in the dinning room area with dividers. All the smoke detectors have been removed from the bedrooms and had one in the hallway and one near the door to the back bedroom. These smoke detectors are hardwired and interconnecting. Not able to locate while on the property. We did talk to the neighbors and found five different neighbors with all the same complaints of the people begging for money at all times in the night, looking through the windows of the houses, going into the yard areas and kids being afraid of these people coming on the property. Did meet with the owner and went over the issues on the property. The issues are going to be the smoke detectors lacking in the bedrooms, the property registered as an owner occupied and not registered as a rental or a care facility and the address where the owner lives is not correct. The owner is not happy on the entry of the tenant letting us into the house and I did give her my card if she wanted to complain. Did meet with T.P.D. at the Santa Cruz sub-station and they have responded 12 times since 11-31-11 and range in complaints on mental cases, disturbance and narcotics. RV.
10/25/2012 INSP - FOLLOW UP CODE ENFORCE RVIDAL Approved Met with the tenants and received a phone number to call who is in charge of the property and the rental collected. Called Itchy at the phone number given and went over the property violation on needing to meet with zoning to check what is needed to keep the rental of the people staying in the house. She will meet with Russlyn at zoning at Planning and Development Services to check what is needed to keep this going as a rental by rooms not related. Will check in 30 days. RV.
