After the site inspection, doing some research on the two developments and reviewing the aerial photographs I've determined that this is not and alley nor any sort of identified, designated or approved walking or vehicular path, provided nor maintained by the City of Tucson. The two developments were done about 25 years apart with the Palm Springs side in 1973 and the Via De Dos Arroyos side in 1998. 2425 S. Palm Springs Dr. and the next 5 homes to the north were built circa 1973 and most likely there was a short alley of sorts at that time for ES to collect refuse. The area between the two developments was abandoned as an alley for use by ES some 14 years ago when the development to the east was built out and the area in question became a drainage way. As such the vegetation in that area has been free to grow naturally for that period of time. There are numerous large, mature Mesquite and Rhus lancea trees in the area. There are numerous other natural desert plants and vegetation in the drainage way as well to include cactus, creosote bush and other naturally occurring desert vegetation. I did not traverse the entire length of the drainage way as it was in excess of 1000' in length, heavy with vegetation and not intended for foot travel. There were no identifiable dead or dying trees noted from either end of the drainage way and we could see in approximately 100' to 200'. In fact all vegetation which was visible was green and very much alive save some grass in the collection culvert at the south end of the drainage way at Golf Links, an area I would refer to COT Transportation maintenance needs. In summary; this area in question is not designated or intended for vehicular travel nor foot travel and has not been such for at least 14 years and is actually a drainage way which provides a natural desert buffer between the two developments. No code enforcement action will occur at this time. |
