The tree branches extend over the property line and could possible be interfering with the truck driver emptying the can however there is no code or ordinance which regulates vegetation height or width on private property. I will contact the property owner of 8570 E 22nd St. and explain the situation. If that does not yield results ES may want to consider relocation of the container.
