(c) The following persons are jointly and individually liable for a violation of subsection (b): (1) The resident of the property upon which the debris has been discarded; (2) The person who discarded or allowed the debris to be discarded; (3) The person who owns or maintains a refuse container in which refuse is improperly placed or discarded; and (4) The person who generated the refuse. When an item contained in refuse discarded in violation of this section identifies a person, the item creates a rebuttable presumption that the person so identified generated the refuse. | Not Approved |
