10/21/2011 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved VISITED SITE, MET WITH TFD AND OWNERS OF THE RV EDWIN ESTEP, AND JACKIE BLUMBERG. TFD MENTIONED THAT WHEN THEY ARRIVED THERE WAS A SMALL FIRE IN THE DASH BOARD AREA, NEAR THE ELECTRICAL COMPONENTS AT THE FRONT OF THE RV. WALKED TO THE PEDESTAL AND UNPLUGGED THE LIFELINE RUNNING FROM THE PEDESTAL TO THE RV. SEVERAL OF THE WINDOWS IN THE RV WERE EITHER BROKEN OR SEVERELY CRACKED, OR MISSING. WALKED INSIDE THE RV AND FOUND TRASH AND DEBRIS, PERSONAL BELONGINGS, AND EXTENSION CORDS, SCATTERED THRU OUT THE UNIT. FOUND SEVERAL STRIP CORDS WITH MULTI USE OUTLETS WHERE EXTENSION CORDS WERE PLUGGED IN BUT THERE WAS SO MUCH DEBRIS IT WAS UNSURE WHERE THE CORDS WENT. DID FIND FANS, MICROWAVE, SMALL REFRIGERATOR, AND DIFFERENT SMALL APPLIANCES AND TV'S PLUGGED INTO THE CORDS AND OR STRIP CORD. TRASH AND DEBRIS WAS PILED ON TOP OF THE BED AT THE REAR OF THE RV, ON TOP OF THE CABINETS AND COVERING THE FLOOR IN CENTER KITCHEN AREA, AND THRU OUT THE FRONT OF THE RV ON THE COUCHES AND CHAIRS, MAKING IT VERY DIFFICULT TO GET FROM THE FRONT TO THE REAR OF THE TRAILER. TURNED OFF ALL BREAKERS FOUND INSIDE A UPPER CABINET, ABOVE THE SINK AREA, AS A EXTRA PRECAUTIONARY MEASURE. IT DID NOT APPEAR THAT THE RV COULD BE SELF CONTAINED DUE TO THE AMOUNT OF DAMAGE. ELECTRICAL WIRING WAS HANGING FROM SEVERAL LIGHT FIXTURES AND FROM THE VENT AREA ON THE CEILING, EXPOSED WIRES EVERYWHERE IN THE DASH AND UPPER CABINET AREA. UNSURE IF THE RV EVEN RUNS. >TFD HAD CALLED RED CROSS TO HOUSE THE RV OWNERS. RED CROSS EVENTUALLY SHOWED UP AND DID PLACE THEM. > POSTED UNIT UNFIT TO OCCUPY, A EMERGENCY VACATE NOV WAS ISSUED TO OWNERS. >TURNED WATER OF A SPICKET TO THE STRUCTURE. > EXPLAINED TO OWNERS THAT THE RV NEEDED TO CLEANED OUT, ALL TRASH AND DEBRIS REMOVED, ALL PERSONAL BELONGINGS PICKED UP OFF THE FLOOR AND PROPERLY STORED, AND THEN ALL ELECTRICAL CORDS REMOVED ALONG WITH STRIP CORDS AND THAT ONLY APPLIANCES PROVIDED IN THE RV COULD BE USED, NO ADDITIONAL MICROWAVES OR REFRIGERATORS. > PACKET TO GO TO AREA INSPECTOR (DAVE JOHNSTON) WITH A 30 DAY FOLLOW UP INSPECTION. 12/28/2011 INSP - FOLLOW UP CODE ENFORCE DJOHNSTO Approved Items removed from unit. Unit is vacant. Board up of broken windows to be done whil unit is being repaired. Spoke with owner and explained the 180 day rule. He was also told to clean up the area around the unit and remove weeds. He indicated he understood and would comply. Water and power have been disconnected. Follow up in 90 days.
