| 09/23/2010 | INSP - INITIAL CODE ENFORCMENT | DCOX | Approved | Tucson Police were summonsed to this residence on a welfare check and discovered the occupant was living in extreme squalor. Upon inspection I found the apartment to be loaded from floor to ceiling and wall to wall with every manner of refuse, debris, trash, garbage, insects, filth, dust, dirt, Ad nauseum. There was a very narrow path to walk through from the entry door to the main living room which was completely filled with the aforementioned clutter. In order to access the kitchen I had to climb over a chair of some sort, looked like an automobile seat, and once in the kitchen there was no possible way to prepare meals. The range/oven was completely covered with debris, dishes, waste, insects and whatever else you can imagine. The sink basin was piled with dishes and other debris and unusable. There was no food in the cabinets and the refrigerator contained rotting and decomposing food items. Once in the hallway I encountered the bathroom which was equally as filthy as the rest of the apartment. The water was running in the bathtub which was filled with debris and clutter. Maintenance staff at the CO-OP indicated that the tub faucet had been leaking for quite some time however the occupant would not allow staff in to make repairs. At the end of the hallway was the bedroom which was to accessible. The door would only open about 8" to 10" before hitting yet another huge pile of debris. There was a bed in the midst of the debris however by appearances it was not used on a regular basis if ever. The foul odor in the apartment was very intense so I opened a window to help ventilate the situation. The window I opened was secured on the outside by wrought iron bars so unauthorized access to the apartment via that window was not possible. I contacted Tucson Electric Power and Southwest Gas Corp. to have the utilities disconnected to discourage occupancy of the unit. The water to that unit was shut off via a valve near the entry door on the exterior of the building. A relative of the occupant responded to the scene and took responsibility. I directed him to change a deadbolt lock on the front door to prevent the occupant from entering without authorization. The occupant was taken to Kino Hospital for evaluation and it was undetermined if he would be released later that day or be admitted. After the relative changed the lock I posted the front door with a DO NOT ENTER sign as well as an Order to Vacate and condemned the apartment. The relative, part owner, was given authorization to enter in order to effect the clean up. I will issue a NOV with a 30 day compliance period and follow up accordingly. Photos are in SIRE. |
