Electrical indicator shows power at panel box in apartment, but lighting is very dim. TEP checked meter, voltage is ok. Issues with panel box breakers or line load appliances. Tenant unpluged all electrical outlets, lights still dim. Explained to owner that he needed to get a licensed electrical contractor to repair issues. Explained NOV and re-inspection fees. F/U 8/30/10.
