10/27/2008 COMPLIANCE DGREENLE Approved I made contact with the residents. The tank and torch have been removed. They told me there was no welding going on, but quickly confessed to knowing why I was there. They said they were using the propane torch for jewelry making. They told me that they had already removed the tank per the apartment management's order. As I investigated farther, I found that they used the propane torch to melt and mold precious metals for jewelry fabrication. It was on the porch, under a combustible balcony. They still had a couple patio blocks (sitting on plastic milk crates) that were discolored with soot, but it did appear that the tank was gone. The operation was being conducted next to a wooden fence, used as a windblock. They were upset that the management had told them that it was OK to do so when they moved in, and that had factored into their moving in. I let them know that regardless of the issues they had with the management, they could not use the torch under the balcony, similar to the prohibition on BBQ grills.
