Back yard has a pool with approximatey 12" of water inside it. 3 dead cats are lying in the pool. There is a fence around the pool, but it is not locked. Kids in the neighborhood are hanging out in the back yard trying to get the cats out of the pool. Tall weeds in front of site. House is for sale. Caller thinks the house is in forceclosure.
