neighbor complaining about large amounts of rubbish piling up in the alley. this is a health and fire hazard. also problem with this particular resident not putting his garbage into the 350. he just throws it over the wall and lets it land where it falls. as for huge pile of garbage, may not necessarily come from this resident.
