08/06/2007 INSP - INITIAL CODE ENFORCMENT DCOX Approved Responded to a request from TFD to a potential electrical problem. Upon arrival I met with Captain McDonough with TFD. He identified the circuit breaker panel in question. John Beig, TFD Fire Inspector, and myself located a representative for the building and investigated the problem. Ben, the building rep. contacted a commercial electrical contractor, Mehl Electric, whom responded immediately. A defective breaker was discovered to be the cause of the smoke and odor. There was some tape over three circuit breakers and several others that had devices to prevent the breaker from tripping. John Beig and myself explained to the building rep that the tape and the anti-tripping devices were not allowed an must be removed. Joe from Mehl Electric removed the devices. It was unknown when the devices were put on the breakers and for what reason. It was explained that the devices would prevent the breaker from working as designed and thereby creating a fire hazard and life safety issue. The building rep. agreed and understood. Problems were resolved and the case will be closed.
