A block wall divides the rear yards of 1227 and 1235 E Elm. Someone has added a wood fence to the top of the block wall. This wood fence is not properly anchored or secured and is collapsing. The 1235 E Elm side has bricks and wires "securing" this fence to the top of the block wall, so it appears that they were the ones that put it up. MLC
