11/09/2005 | INSP - INITIAL CODE ENFORCMENT | GGOODMAN | Approved | VISITED SITE, MET WITH OFFICER MIKE GARCIA, OFFICER GARCIA'S CONCERN WAS WITH THE ELECTRICAL. MR GARCIA SHOWED ME THE ELECTRICAL METER AND THE METER WAS TURNING UNUSUALLY FAST. INSIDE THE REAR STRUCTURE THERE WAS A LOT OF EQUIPMENT BEING USED TO GROW MARIJUANA, OFFICER GARCIA WANTED TO KNOW IF THE CIRCUITS WERE OVERLOADED. LOOKING INSIDE THE PANEL IT APPEARED THAT IT WAS WIRED CORRECTLY. I WENT TO THE MAIN SERVICE PANEL AT THE FRONT STRUCTURE AS THE REAR SERVICE WAS BEING FED FROM THE FRONT SERVICE PANEL. I OPENED THE FRONT SERVICE PANELS AND ALTHOUGH THEY APPEARED TO BE WIRED CORRECTLY THE PANEL ON THE LEFT WHICH FED THE REAR STRUCTURE WAS OVER HEATED, ALMOST TOO HOT TO THE TOUCH. I CALL RICK S, INSPECTOR 2, WENT OVER THE SITUATION WITH RICK AND MENTIONED THAT I WOULD LIKE TO HAVE JERRY ORTA COME OUT AND HELP WITH THE ELECTRICAL PORTION OF THE INSPECTION, THAT I WAS UNSURE DUE TO THE WIRING OF PANELS LOOKED CORRECT BUT THAT PANEL FEEDING THE REAR WAS WAY OVER HEATED. RICK WAS OK WITH THIS DUE TO THE CASE BEING A TPD CASE. CALLED JERRY ORTA FOR ASSISTANCE. ONCE JERRY ARRIVED WE INSPECTED THE REAR PANEL TO BEGIN WITH AND THEN WENT TO THE FRONT PANELS, AND ESPECIALLY THE LEFT PANEL THAT FED THE REAR PANEL. JERRY AGREED THAT THE PANEL WAS OVERLY HOT TO THE TOUCH.INSPECTIONS WERE DONE FIRST TO THE ELECTRICAL PANEL, AND ULTIMATELY JERRY SUGGESTED THAT POWER BE CUT DUE TO EXCESSIVE MODIFICATIONS AND POWER TERMINATED AT THE POLE. OUR FINDINGS ARE AS FOLLOWS: MAIN SERVICE PANELS: >UNPROTECTED TAP ON MAIN SERVICE COMING FROM MAIN LUGGS OF SERVICE EQUIPMMENT (#8 WIRE), TO DRYER OUTLET (UNPROTECTED) FROM POWER DIRECTLY TO THE DRYER APPROXIMATELY 15 FEET. >BACK FED MAIN REQUIRES A CLIP. >NUMBER 2 ALLUMINUM WIRE IS OVERFUSED AT 100 AMPS. >IDENTITY OF CONDUCTORS IS IMPROPER, WIRE MARKED AS NUETRAL IS ACTUALLY HOT. >LOOSE ALLUMINUM CONDUCTORS SHOW SIGNS OF OVERHEATING AND INSULATION STRESS. >DIFFERENT BRANDS OF BREAKERS HAVE BEEN INCLUDED IN THE SERVICE PANEL. >CIRCUITS HAVE BEEN ADDED, CONDUIT IS UNSUPPORTED. >DEAD PLATE LACKS FILLER PLATES. >OVERHEAD LINES NOT IN COMPLIANCE WITH 24" CODE ABOVE ROOFLINE. MAIN FRONT HOUSE: FIRE SAFETY: UNIT LACKS WORKING SMOKE DETECTORS. SMOKE DETECTORS LOCATED INCORRECTLY. ELECTRICAL: >HAZARDOUS WIRING TO ENTRY LIGHT, OPEN SPLICES AND EXPOSED ROMEX, ADDED SWITCH TO EXTERIOR OF UNIT. >ALL RECEPTICLES THROUGHOT THE STRUCTURE SHOW OPEN GROUND.(PROBABLY A 2- WIRE SYSTEM, WITH 3-PRONG RECEPTACLES.) > LIGHT FIXTURE IN SOUTHEAST BEDROOM IS TOO HIGH AND NOT THE CORRECT TYPE FIXTURE FOR THE BEDROOM. >A/C WINDOW UNIT HAS NOT BEEN PROPERLY INSTALLED. >THERMOSTAT WIRE TO A/C UNIT HAS BEEN LEFT EXPOSED INSIDE THE STRUCTURE, RUNNING APPROXIMATELY 20 FT IN LENGTH. >EXTENSION CORD HAS BEEN RUN TO A/C WINDOW UNIT. >RECEPTACLE SPACING SUSPICOUS IN SOUTHEAST BEDROOM >RECEPTACLE SPACING IN REAR FAMILYROOM ALSO SUSPICOUS, RECPTACLES AND SWITCHES ARE RECESSED. >THE ELECTRICAL FOR THE KITCHEN RANGE HAS BEEN ADDED EVIDENCED BY THE ADDED CONDUIT AT EXTERIOR OF HOUSE, #8 WIRING TOO SMALL, WINDOW NOT PROPERLY ENCLOSED AT RANGE LOCATION, AND WIRING AT THE REAR OF STOVE IS HARDWIRED AND EXPOSED. WORK WITHOUT PERMITS. >WIRING FOR REFRIGERATOR SHOWS REVERSED POLARITY. PLUMBING: >BATHROOM SINK HAS BEEN ALTERED OR MOVED, WORKWITHOUT PERMITS. >BATHROOM SINK IS LEAKING >INTERIOR SURFACE OF TUB IS NOT PROPERLY SEALED, MATERIAL MUST BE WATER RESILIENT, THE MASONITE IS NOT. TUB FIXTURES ARE ALSO NOT PROPERLY SEALED AT PENETRATIONS. >TOILET APPEARS TO BE BOOTED IN OR ALTERED, WORK WITHOUT PERMITS. >HOTWATER HEATER HAS BEEN ADDED WITH OUT PERMITS, EVIDENCED BY THE PAVERS OR LACK OF IT SETS ON, LACK OF AN ENCLOSURE, NO VENTING, NO DRAIN PIPE. WORK WITHOUT PERMITS. INTERIOR FEATURES: >LIVINGROOM WINDOWS LACK WINDOW CRANKS, AND WINDOWS ARE BOLTED SHUT. >FRONT DOOR LACKS DOOR TRIM. >WINDOW HAS BEEN ADDED TO NORTHEAST BEDROOM EVIDENCED BY DIFFERENT TYPES OF WINDOWS. >CEILING IN NORTHEAST BEDROOM SHOWS SIGNS OF POSSIBLE WATER DAMAGE EVIDENCED BY CEILING DRYWALL SAGGING. >BATHROOM SUPPLY REGISTER NOT SECURED. >CEILING HEIGHTS IN NORTHEAST AND SOUTEAST BEDROOMS, SOUTH FAMILY ROOM, AND BATHROOM DO NOT MEET CODE REQUIREMENT OF 7 FT IN HEIGHT. WORK WITHOUT PERMITS: >APPEARS FAMILY ROOM (SOUTH ROOM) AND SOUTHEAST BEDROOM HAVE BEEN ADDED DUE TO LOW CEILING HEIGHTS,SUSPICOUS ELECTRICAL, AND CHANGE OF MATERIALS INTERIOR TO EXTERIOR. >IT APPEARS KITCHEN HAS BEEN REMODELED AND ELECTRICAL ADDED, WITHOUT PERMITS, EVIDENCED BY THE EXTERIOR WINDOW BEING DRYWALLED OVER AND WINDOW LEFT IN PLACE, CONDUIT RUN FROM SERVICE PANEL TO KITCHEN AREA, WIRED IMPROPERLY AND STOVE DIRECT WIRED TO WIRE ENTRERING THE KITCHEN FROM CONDUIT. >BATHROOM APPEARS TO HAVE BEEN REMODELED DUE TO SUSPICIOUS TUB,SINK AND TOILET LOCATION. REAR STRUCTURE: WORK WITHOUT PERMITS: CARPORT HAS BEEN ADDED TO THE EAST SIDE OF THE STRUCTURE. RAFTERS (2 X 6) APPEAR TO BE OVER SPANNED IN LENGTH, AND WIDTH 24" ON CENTER. 4 X 4 BEAM IS UNDERSIZED. >ELECTRICAL SERVICE PANEL HAS BEEN ADDED OR UPGRADED TO THE REAR SURFACE. NO PERMITS WERE DISPLAYED IN PERMITS PLUS. >ROOFTOP A/C UNIT WAS ADDED TO THE STRUCTURE, NO PERMITS WERE DISPLAYED IN PERMITS PLUS. >KITCHEN AND BATHROOM WERE ADDED TO THE NORTH SIDE OF STRUCTURE, OLD DRAWINGS SHOW THAT AREA AS BEING A PORCH, NO PERMITS WERE REVEALED. >WEST SIDE OF STRUCTURE WHICH WAS ONCE A RUG CLEANING SHOP HAS BEEN REMODELED, ELECTRICAL ADDED, WALLS FURRED OUT, DOORS ADDED, STEPS ADDED TO THE LOFT AREA , LOFT ALSO REMODELED AND WINDOW ADDED. DRAWING SHOWS A 3' SET BACK OFF THE WALL OR PROPERTY LINE, STRUCTURE IS BUILT ON TOP OF THE WALL. NO PERMITS WERE DISPLAYED ON PERMITS PLUS. |
