WIDMER & OWNER BUSTAVO KING ON SITE. SPOKE WITH SARGENT, INFORMED HIM OF INFORMATION GIVEN TO DNR OF POSSIBLE INTERVENTION BY A.P.S. SARGENT STATED AFTER SPEAKING WITH MR. KING THEY FELT NO INTERVENTION WAS NEEDED AT THIS TIME. STRUCTURE'S PROPERTY IS LAND LOCKED BY SEVERAL TOWN HOMES ON ALL 4 SIDES OF HIS PROPERTY ACCORDING TO ACCESSOR PAGE PROPERTY IS APPROX. 1/4 AC. ONLY ENTRANCE TO PROPERTY IS DRIVEWAY ON EASTSIDE OF TOWN HOME OFF OF ALLEN RD. UPON ENTERING PROPERTY DNR INSP. NOTICED VERY LARGE AMOUNTS OF COMBUSTABLE DRIED VEGETATION & ACCUMALETED TRASH & DEBRIS. CONDUCTED SABER INSP. FROM MARTIN LOPEZ FOR ASSISTANCE ETA WAS APPROX. 30 MINUTES. PROCEEDED WITH INSPECTION OF EXTERIOR OF STRUCTURES & PROPERTY VIOLATIONS ARE AS FOLLOWS. STRUCTURAL- ROOFING 1) ENTIRE ROOF CONSISTS OF ONLY BLACK PAPER COVERED, IN SOME SECTIONS HAVE BLACK PLASTIC VIQEEN MATERIAL & IS IN A DETERORATING CONDITION. 2) ATTACHED PORCH STRUCTURE IS AN ADVANCED STATE OF DELAPIDATION EVIDENCED BY USE OF 2 x 4 SPANDED OVER 4', BOARDS SPLITTING & CRACKED & SAGGING. 3) ACCESORY STRUCTURE ON WESTSIDE OF PROPERTY HAS SECTION OF ROOF THAT HAS COLLASPED & THE REST OF THE STRUCTURE IS IN AN ADVANCED STATE OF DISREPAIR. PLUMBING 1) STRUCTURE PACKS REQUIREDE WATER SERVICE & ACCORDING TO THE OWNER SERVICE WAS TERMINATED IN 1984. 2) ALL STRUCTURES WER CONNECTED TO AN ON SITE SEPTIC SEWER SYSTEM & CURRENTLY NOT IN USE. 3) ALL PLUMBING FIXTURES ARE IN A DETERIORATED STATE OF DELAPIDATION 4) BATH ROOM FIXTURES HAVE NOT BEEN USED IN YEARS EVIDENCE BY LARGE AMOUNTS OF DUST. ELECTRICAL SYSTEM 1) ELECTRICAL SERVICE WAS TERMINATED IN 1990 ACCORDING TO OWNER 2) FOUND EXPOSED ELECTRICAL EXTENTION STRUNG THROUGHOUT EXTERIOR OF STRUCTURE IN A HAZARDOUS MANNER, ELECTRICAL CONDUCTORS ARE CRACKED & EXPOSING CONDUCTOR. 3) NO METER TO PROPERTY & POWER WS REMOVED FROM T.E.P. POLE 4) STRUCTURE OF ELECTRICAL SYS. APPEARS TO HAVE BEEN A 60 AMP SERVICE W/ 2 WIRE SYS. INSECT INFESTATION (NOXIOUS PEST) 1) BI LEVEL STRUCTURE ON WESTSIDE HAS ENTRANCE APPROX. 7' LONG & 7' TALL BY 3' WIDE LEADING TO WHAT APPEARS TO BE SEMENT AREA. ENTRANCE TO STRUCTURE HAS CEILING INFESTED WITH WASP NEST (APPROX. 12) THROUGH SEVERAL OPENING IN STRUCTURE. DNR INSP. NOTICED INTERIOR OF STRUCTURE WAS ALSO INFESTED WITH WASPS. APPROX. 20 NESTS WERE HANGING FROM RAFFTERS. NO ENTRANCE WAS MADE INTO STRUCTURE. SEVERAL UNSECURE OPENING WILL REQUIRE BOARDING. FIRE DANGER IS EXTREME DUE TO LARGE AMOUNTS OF DRIED VEGETATION * CONBUSTABLE WASTE, SUCH AS BATTERIES & OTHER FLAMEABLE CONTAINER THROUGHOUT PROPERTY. INTERIOR FEATURES 1) KITCHEN CEILING HAS COLLAPSED EXPOSING WEATHER BEATEN RAFFTERS, RAFFTER ARE BOWED & SEVERELY DETERIORATED & EVIDENCE BY WOOD ROT IS SETTING IN. SECTION MEASURES APPROX. 12' BY 6'. ALL OTHER ROOMS HAVE CEILING DAMAGE, PEELING BOWED PLASTOR READY TO FALL. 2) BATH ROOM CELING ALSO HAS A LARGE SECTION THAT HAS COLLAPSED, PLASTER & WIRE MESH ARE HANGING DOWN & POSE A SAFETY HAZARD FOR THE OCCUPANTS. 3) LARGE AMOUNT OF ACCUMLATED TRASH & DEBRIS PILED THROUGHOUT INTERIOR OF STRUCTURE DEBRIS DOES NOT ALLOW FOR QUICK & SAFE EGRESS IN CASE OF FIRE & OR PANIC. SOME AREAS OF STRUCTURE HAVE SEVERAL BOXES FULL OF ACCUMLATED ITEMS. ACCUMLATED VEGETATION & REFASE 1) VERY LARGE AMOUNTS OF VEGETATION THROUGHOUT THE PROPERTY, DEAD TREES, DRIED BRUSH, LARGE ASSORTED PILES OF LUMBER STORED ON PROPERTY. 2) ALL TYPES OF COMBUSTABLES SPRUNG THROUGHOUT THE PROPERTY . 3) HOUSE (MAIN) IS COVERED WITH LARGE AMOUNTS OF PLASTIC NOT ATTACHED & OR SECURE TO STRUCTURE'S ROOF. ACCORDIG TO THE NEIGHBORS, SECTIONS OF PLASTIC COVER TENDS TO BLOW OFF INTO SURROUNDING NEIGHBORHOOD. CONVERSATION WITH OWNER. TURNED OUT THAT HE SLEEPS OUTSIDE IN THE SUMMER & INSIDE IN THE WINTER, BEDING WAS FOUND INSIDE & OUTSIDE OF STRUCTURE. STRONG ODOR OF URINE WAS PRESENT AROUND BED AREA\. WHEN ASKED ABOUT THE USE OF SANITARY FACILITIES HE REPLIED HE USED A PORT-A-POTTY, NO PORT-A-POTTY PRESENT ON THE PROPERTY, NOR NEAR THE TOWN HOUSES. ASKED OWNER WHERE WAS THE PORT-A-POTTY & HE REPLIED & POINTED TO SEVERAL FIVE GALLON BUCKETS & STATED HE USES CHEMICAL WASTE. 55 GALLON BARREL WAS BEING USED FOR COOKING, EVIDENCE BY GRILL & POT & PAN ON TOP. PROPERTY SEWER SYS. IS CONNECTED TO A SEPTIC TANK & APPEARENTLY HAS BEEN ABANDONED. 2 ABANDONED VEHICLES ARE ON PRPOERTY & CAN BE SEEN FROM THE STREET. OWNER HAS BEEN INFORMED DUE TO LACK OF REQUIRED UTILITIES, HAZARDOUS CONDITIONS INSIDE OF STRUCTURE, COLLASPING CEILING, LACK OF PROPER EGRESS ISSUES & UNHEALTHY LIVING CONDITIONS CREATED BY REFUSE INSIDE OF STRUCTURE. THE CITY OF TUCSON WILL POST. THE STRUCTURE WILL BE POSTED INFIT TO OCCUPY. ASKED OWNER IF HE HAD SOMEPLACE TO STAY & EXPLAINED TO HIM REOCCUPYING EXISTING STRUCTURE MAY TAKE 6 MONTHS & WILL REQUIRE MIN- HOUSING INSPECTION BY DNR & DSD. DNR WILL DETERMINE LIVING CONDITIONS & DSD IS FOR RECONNECTING PERMITS & INSPECTIO. INFORMATION PROVIDED BY TPD STATED HE HAD A APS CASE WORKER & WHENASKED OWNER REPLIED HE REFUSED THEIR HELP & THE CASE WAS CLOSED. OWNER PROVIDED PHONE NUMBERS FOT NEPHEW, SISTER & ADDRESS WHERE HE'D BE STAYING AT.INFORMED OWNER IN FRONT OF TPD ANYONE CAUGHT ON PROPERTY AFTER 6 PM COULD BE ARRESTED & OR REMOVED FROM PROPERT. AT THE TIME DNR INSP. REQUESTED THAT THE OFFICER TO INFORM THEIR SUB-STATION & PLACE INFORMATION ON BEAT BOOK, SO OWNER IS AWARE OF POSSIBLE ACTION AGAINST HIM IF CAUGHT AFTER DARK. ISSUED & POSTED NOTICE INFRONT OF THE GATE & SCREEN DOOR AT THE MAIN STRUCTURE. NOV WAS HAND DELIVERED & SUPPLEMENTAL WAS MARKED FOR PENDING ACTION BY E.S. AFTER OWNER SIGNED NOV HE GATHERED A FEW ITEMS & RODE OFF ON HIS BIKE. MADE CONTACT WITH THE NEIGHBOR PHIL, HE STATED COT HAD INSTALLED CHAIN LINK FENCING & GATES WITH LOCKS YEARS BACK & HAD NEVER RETURNED TO CHECK.ON THE PROPERTY. HE ALSO STATED MR. KING USE TO GO THROUGH HIS PROPERTY & JUMP THE FENCE, INFORMED & POINTED OUT POSTED NOTICE, POLICE DO HAVE INFORMATION THAT WOULD ALLOW THEM TO ARREST ANYONE TRESSPASSING ONTO THE PROPERTY. IF HE NOTICED ANYONE ON PROPERTY HE CAN CALL TPD ALSO REQUEST HE PASS THAT INFO. TO HIS NEIGHBORS. PICTURES WERE TAKEN. NOV GIVEN ALLOWED 30 DAYS TO SECURE AND CLEAN PROPERTY & 0 DAYS TO VACATE STRUCTURE. 30 DAYS TO ABATE WASP INFESTATION.
