03/16/2005 INSP - INITIAL CODE ENFORCMENT HLOPEZ Approved MET WITH OWNER OF APT. COMPLEX ON SITE. OWNER SHOWED US WHICH UNIT WAS IN VIOLATION. WALKED TO UNIT 114 & 115 FOUND 114 TO BE STEELING POWER FROM 115. FONT WINDOW OF #114 WAS ALSO BROKEN BUT TAPED UP. WALKED AROUND TO SERVICE PANEL FOUND #114 HAD RED TAG ON METER, KNOCKED ON DOOR OF UNIT #115 TENANT ANSWERED, C-12 WENT OVER ISSUES TEANANT SAID HE UNDERSTOOD AND DISCONNECTED POWER CORD AT THAT POINT, KNOCKED ON DOOR OF #114, TENANT ANSWERED SAID THAT SHE HAD PAID RENT BUT COULD NOT AFFORD THE POWER, SAID SHE HAD NO ONE IN TOWN THAT WOULD ALLOW HER & BOYFRIEND TO PUT THEM UP, SAID SHE HAD BEEN TO SEVERAL CHURCHES TO ASK THEM FOR HELP WITH POWER, CHURCHES SAID THEY WOULD NOT HELP. BOYFRIEND ARRIVED BECAME UPSET, WHY WAS THIS OUR BUSINESS, C-12 WENT OVER ISSUES WITH BOYFRIEND. NEIGHBOR OFFERED ASSISTANCE THEY SAID NO. INSP. C-12 EXPLAINED TO #115 TENANT HOW WE COULD HELP HIM IF NECESSARY, HE SAID NO THANK-YOU. FEMALE TENANT ALLOWED INSPECTORS INTO UNIT #114. WE WALKED UNIT FOUND, OIL LAMP BUT HAD NOT BEEN USED, FOUND NO SIGNS OF CANDLES BEING USED. TENANT HAD ADMITTED TO USING CANDLES BUT SAID SHE HAD BEEN INFORMED OF DANGERS AND QUIT USING THEM. WROTE AND POSTED N.O.V ON SITE. NO WORKING SMOKE DETECTOR. NO HOT WATER SUPPLY / HOT WATER SUPPLIED BY ELECTRIC HOT WATER HEATER. PLUMBING FIXTURES NOT PROPERLY MAINTAINED (OR WATER HEATER). FEMALE TENANT LEFT. MALE TENANT WAS INFORMED OF OPEN UINT, HE DISREGARDED OUR ADVISE AND LEFT. D.N.R. INSPECTORS WILL LOCK UNIT. DOOR NOT LOCKABLE, TENANT CAME BACK, INSP. C-12 APPROCHED TENANT TO PLEASE LOCK THE UNIT. TENANT REFUSED, SAID NOT TO WORRY ABOUT IT. FINALLY SPOKE WITH MANAGER, HE HAD MAINTENANCE PERSON SECURE UNIT PRIOR TO LEAVING SITE, WILL DO 30 DAY FW/UP. PICTURES WERE TAKEN.
