ALL DOOR FRAMINGS & FASCIA ARE IN A DETERIORATED STATE EVIDENCE BY PAINT CHIPPING, FLAKING OFF, 1 SECTION IN BACK OF STRUCTURE APPROX. 3 FEET HAS WOOD ROT AND HAS SEPERATED FROM RAFTERS. MADE CONTACT WITH TENANT, WHEN ENTERING UNIT A VERY STRONG ORDOR OF CAT URINE WAS PRESENT. ASKED TENANT IF ANY PETS WERE PRESENT AND REPLIED YES. TENANT HAS SON APPROX. AGE OF 5 YEARS OLD. INFORMED TENANT SHE MUST ADDRESS ORDOR FOR HEALTH REASONS. TENANT CLAIMS ROACHES ARE IN STOVE AND CABINETS. OPENED STOVE LARGE AMOUNT OF CHARED FOOD ITEMS AND LARGE AMOUNTS OF GREASE ON TOP OF STOVE AT BURNER AREA AND ADJACENT WALLS, INFORMED TENANT GREASE IS BIG REASON ROACHES ARE AROUND KITCHEN, OPENED KITCHEN CABINETS ND FOUND LARGE AMOUNTS OF ROACH DROPPINGS, BEGUN TO TAKE PICTURES OF OVEN AREA AND STOVE TOP AND TENANT ASK WHY PICTURES WERE BEING TAKING. INFORMED TENANT PART OF PROBLEM WAS HOUSING KEEPING ISSUE. IF PICTURES WERE NOT ALLOWED TO BE TAKEN A THOROUGH JOB OF INSPECTION COULD NOT BE DONE AND DNR WOULD NOT BE ABLE TO HELP UNLESS ALL PARTIES DID NOT COOPERATE TO ABATE ROACH PROBLEM. TENANT GOT UPSET AND ASKED DNR INSPECTOR TO LEAVE. 3,000 ROACHES WERE NOT PRESENT AT INSPECTION, HOWEVER DID FIND ENOUGH EVIDENCE OF ROACH INFESTATION DUE TO POOR HOUSE KEEPING STANDARDS. CONTACTED OWNER INFORMED HIM TENANT REQUESTED DNR INSP TO LEAVE. HOWEVER DID FIND EVIDENCE OF ROACH INFESTATION AND EXTERIOR WOODEN SURFACES LACKING PROTECTIVE PAINT COVERING. NOV TO BE ISSUED AND 30 DAY TO ABATE WILL BE GIVEN. OWNER STATED HE WILL CONTACT TENANT AND GIVE 48 HOUR NOTICE FOR ENTRY TO HAVE SOS PEST CONTROL ABATE ROACH PROBLEM, OWNER STATED TENANT HAS NOT ALLOWED HIM ENTRY TO STRUCTURE TO ACCESS ROACH PROBLEM. INFORMED OWNER TO KEEP DNR INSP ADVISED OF EFFORTS TO ABATE ARE DENIED BY TENANT. |
