01/21/2004 INSP - INITIAL CODE ENFORCMENT JCRAIG Violation UNIT 122 - NO ELECT SERVICE. AT SITE I MET TENANTS (2) ADULT MALES INSIDE UNIT 122. I DID REQUEST TO INSPECT UNIT. TENANT REFUSED UNTIL MANAGER WAS AT UNIT, TENANT STATED HE DIDN'T WANT TO CLEAN UP HIS UNIT AND PUT THINGS AWAY. MANAGER SHOWED UP AND WE ENTERED AS A GROUP TO DO INSPECTION. THE UNIT SEEMED SEMI-CLEAN AND IN ORDER. INSPECTED KITCHEN AND FOUND (1) LARGE CANDLE ON COUNTER TOP AND (1) LARGE CANDLE ON COFFEE TABLE IN LIVINGROOM. TENANT DID ALLOW ME TO INSPECT OTHER ROOMS ALSO. AFTER INSPECTING KITCHEN AND LIVINGROOM I INSPECTED BATH AND (2) BEDROOMS. INSIDE THE BATHROOM I FOUND AN OIL BURNING LAMP AND (1) CANDLE IN THE REAR BEDROOM. I ASKED THE TENANT IF THEY HAVE A PLACE TO STAY UNTIL POWER IS RESTORED. HIS REPLY WAS MAYBE. I DID CALL JUDY FOR PLACEMENT AND SHE STATED THAT SHE CANNOT PLACE PEOPLE WHO HAVE NOT PAID THEIR ELECT. BILL AND ARE SHUT DOWN. THE TENANTS DO UNDERSTAND THAT THEY CANNOT STAY INSIDE UNIT. TENANT STATED THEY OWE ALOT OF MONEY ON ELECT. BILL. THEY WERE ON PAYMENT PLAN BUT JUST COULDN'T KEEP UP THE PAYMENTS AND THE REG. MONTHLY BILL. PHOTO'S WERE TAKEN AT SITE AND UNIT DEEMED UNFIT TO LIVE IN UNTIL ELECTRICITY IS RESTORED BY TEP. POWER HAS BEEN OFF SINCE JAN. 10, 2004. TENANTS WILL STAY WITH FRIENDS. (6:00 PM). NOTICE GIVEN AT SITE. UNIT POSTED UNFIT & UNSAFE TO OCCUPY. MANAGER ALSO HAS A 2ND UNIT AT SITE W/O POWER/CORDS TO ANOTHER UNIT.
01/21/2004 INSP - INITIAL CODE ENFORCMENT JCRAIG Violation UNIT 204 - NO ELECT SERVICE USING DROP CORDS. AT SITE I MET TENANT WHILE WITH MANAGER AND ON SITE MAINT. MAN. OUTSIDE THE UNIT I FOUND A LARGE RUG ON THE DECK, UNDER THE RUG I FOUND (2) THIN TYPE DROP CODS RUNNING FROM UNIT 204 TO ANOTHER UNIT ACROSS THE DECK, WHEN I LIFTED THE RUG I FOUND THAT THE CORDS HAVE BURNED THE BOTTOM OF THE RUG, MINOR BUT VERY HAZARDOUS, AS I ENTERED THE UNIT I FOUND THAT THE UNIT IS NOT KEPT VERY WELL AND CANDLES EVERYWHERE. I FOUND CANDLES IN LIVINGROOM AND (1) CAMPING OIL LAMP IN LIVINGROOM. THE TENANT STATED THAT HE NOW USES ONLY CANDLE DUE TO HIM GOING TO HOSPITAL A FEW DAYS AGO FOR THE OIL LAMP FUMES. THE TENANT AND WIFE (CARRYING CHILD) STAYED INSIDE UNIT, AGAIN I CALLED JUDY FOR PLACEMENT AND SHE AGAIN STATED THAT THEY WILL NOT PLACE PEOPLE WHO DID NOT PAY THEIR ELECT. BILL. TENANT DID CALL HIS BOSS FROM WORK WHILE AT SITE AND WILL STAY WITH HIM. BORDERLINE CONSTRUCTION. THE METER HAS BEEN RED TAGGED AND TENANT STATED IT'S BEEN OFF FOR ABOUT 2-3 WEEKS, ALSO NOTE BATHROOM DRAIN IS ROTTED AND NOT DRAINING, LEAKING. TENANT DOES UNDERSTAND WHY THE CITY OF TUCSON REQUIRES PEOPLE TO LEAVE AND ORDER THEM TO VACATE UNIT. SAFETY- TENANT UNDERSTANDS FIRST HAND. TENANTS DID LEAVE AROUND 7:45 PM. UNIT IS SECURED AND CORDS HAVE BEEN REMOVED PER REQUEST. PHOTO'S WERE TAKEN AT SITE ON ISSUES. UNIT DEEMED UNSAFE AND SHUT DOWN. NOTICE GIVEN AT SITE. UNIT POSTED UNSAFE TO ENTER TENANT AND MANAGER HAS COPY OF NOTICE.
