URINE SMELL DETECTED IN TUB. TUB FILLED WITH DEBRIS AND PLASTIC BAGS ALLOWING WASTE TO SPILL ON TO FLOOR. TOILET DETERIORATED TO POINT OF NO HANDLE OR FLOAT MECHANISM. COOLER NOT WORKING AT ALL. USING FANS. DEBRIS: LARGE ACCUMULATION OF DEBRIS SUCH AS BOXES, CLOTHES AND PERSONAL BELONGINGS TO THE POINT OF ALLOWING NARROW PATHWAYS AND PREVENTING EXITING OF FRONT DOOR AND WINDOWS. OWNER SLEPT ON FLOOR IN HALLWAY NEXT TO REAR DOOR. SANITATION: OWNER GAINING DRINKING WATER FROM SAME PLACE IN WHICH HUMAN WASTE IS ELIMINATED. FLOOR IN BATHROOM WET AND SMELL OF URINE WHICH HAS OVERFLOWED INTO HALLWAY IN WHICH OWNER IS USING FOR SLEEPING. BEDDING FOUND SATURATED. OWNER: ZELLA COCRELL FOUND DEHYDRATED AND IN CONFUSED STATE. CONVERSATION WAS SLURRED APPEARED TO BE AFFECTED DUE TO LACK OF COOLING IN CUNJUNCTION WITH AGE. TPD ESTIMATED IN THE 70'S. TPD STATED THEY CONTACTED ADMINISTRATION OF RESOURCES AND CHOICES - SHELTER PROJECT. THEY CONDUCTED PHONE INTERVIEW WITH OWNER AND DETERMINED SHE WAS COMPETANT AND COULD NOT INTERVENE.
