| 09/18/2026 | COT - ENFC - Code Enforcement - Initial | Passed | Today (9/18/26) is my second time making observations at this greenhouse (9/17/26-first observation) pertaining to possible loud generators. This facility is used by U of A students to do research on the growth of various plant species. After careful observation it was determined that the noise originating from this property is not from a generator at all, it is actually coming from fans that help regulate and maintain a preset temperature within the individual greenhouses. I observed exterior mounted fans that do cut on and off at times when the temperature inside the greenhouse needs to be adjusted to maintain the proper environment for the plants growing inside. I was on site with the facility manager who explained and confirmed my original determination. I was then given a complete tour of the facility. While on the tour, I observed sound dampening materials used along the perimeter fence, as well, as perimeter plants that help dampen the noise. I would not reasonably expect this facility not emit zero noise, however, I would expect they continue to utilize noise dampening methods to mitigate any noise emitting from the facility. They also have installed noise dampening PVC piping around metal components that have rattled the metal shade slats located on the outside of each greenhouse in past instances. The manager has apparently been in communication with the complainant about this issue in the past and I encouraged her to continue to foster that relationship, as it may help with neighbor relations when it pertains to any issues with the operation of the facility. I have no reason to issue a NOV at this time due to lack of evidence to support the complainant's concerns. The manager has committed to forward all relevant information that supports their noise mitigating attempts and she reiterated her commitment to continue with "good faith' efforts to address the concerns of the complainant. |
