09/23/2026 COT - ENFC - Code Enforcement - Initial Passed On site with the resident. The complaint was for A/C not properly functioning. The property has a boiler/chiller system that is essentially a swamp cooler and I explained to the tenant that this type of cooling system will not function the same as an actual A/C system, and it will not cool the unit as low an A/C system either. The temperatures were measured below the standard 86 degrees in every room. The resident had many claims of neglect by the owner/management , however, I could not verify any of the claims or they did not rise to the level of an NOV at this time. For example, a small piece of plaster is peeling from one of the walls, and claims of water damage. I touched the area in question and it was not wet, sagging or soft to the touch. In fact, it was rather hard, but I will say the work was not perfect, but not to the level of an NOV. The resident showed me where possible mold is growing, and I explained to her that Pima county handles mold issues and a third party would have to test and determine whether mold is present or not in this unit. The tenant showed me places were repairs had been made to the unit due to roof leaks or a pipe leak.
