There is an orange ratchet strap attached to wood picket fence on one side, and attached to City streetlight on other side, appears to be holding fence up. Is hazardous as a person could walk into it and cut their head open on it. Spoke with resident on site, and ordered it removed immediately. Resident complied and removed it.
