07/09/2025 COT - ENFC - Code Enforcement - Initial Passed On site with inspector BT around 5:15am on 07/07/25 and 07/08/25. On 07/07/25 did not observed water flowing down 1st St or Euclid Ave. Per a homeowner who lives in the area, she stated the apartment on 1st St and Tyndall Ave will wash out their garbage containers on Monday and Tuesday morning and the water will run down 1st St. This activity was not observed on Monday or Tuesday morning. On 07/07/25 we did see water on Euclid Ave and the the 700 block of 1st St. We did observer a fire hydrant on the corner of Euclid Ave and Speedway Blvd that is being used. We spoke to employee working at the construction site across from the hydrant. He inform us he believes that hydrant is used to fill up the water truck. He also believes the drive of the water truck sprays down the construction site and Euclid Ave in the evening or in the morning before the construction employees are on site. He did state he does not see the driver of the water truck. We have been out multiple times to this area and we believe the water is coming from the hydrant when the water truck is filling up and when the truck sprays water on Euclid Ave to control the dust. The contractor is required by the permit to control the dust and contractor uses a water truck to spray down the area for dust control.
