Swamp cooler is not running, despite the owner stating a different cooler was installed over the weekend. There are portable AC units installed, one is running on an extension cord. Also found an extension cord ran from the roof of the building to the north to this unit. With permission of owner, disconnected the extension cord ran off the roof. Ordered tenant to disconnect the extension cord in the unit, and she did comply. Tested multiple outlets inside the unit. They are 3 prong outlets and all test with bad ground. Appears grounded outlets were installed in a non grounded electrical system. The main breaker panel outside of the unit has the dead front removed and it is sitting on a window sill. The breaker panel for the unit next to it also has the dead front removed. Ordered owner on site to secure the electrical panels to prevent unauthorized access and dead fronts need to be replaced, and swamp cooler shall be repaired. Also advised the ungrounded outlets need to be replaced with two prong outlets, or unit needs to have a grounded electrical system installed with permits. -VM | |

Wall thermostat shows temperature at 81 degrees, temperature probe in living room shows 82 to 83 degrees, is in compliance with City Code. Extension cords are no longer in use at this unit or at the front unit. Dead front replaced on this units panel box. Dead front on panel at next unit still missing. Installed a City Padlock to abate the hazard. Moving forward to NOV for remaining electrical issues. -VM |
