LIGHTS / The light is a violation because it is a 5000K LED. Outdoor lights over 3500K are absolutely forbidden by section 402 of the lighting code that took effect in April 2012. Brightness, shielding, height above grade... none of that comes into play at all. New lights over 3500K cannot be installed and existing fixtures cannot be re-lamped with bulbs over 3500K, period.
