If it were a paved driveway and in dilapidated condition, it could be a violation, However, at this time the pebble driveway is not in dilapidated condition. I have no authority to make this owner install a driveway, if they chose to have a pebble driveway, that is not in my concern. The metal carport should be compliance reviewed to determine if it needs a permit
