05/22/2025 COT - ENFC - Code Enforcement - Initial Completed This property has no electric service and according to TEP, the property owes $2000.00 and a total of about 10K in other fees. TEP stated that this property and the individuals residing there were stealing power directly from the utility pole, as a result, TEP linemen cut the electric service at the utility pole. There were at least 6 individuals on or inside the property upon my arrival. I loudly made the statement that the property was being condemned due to the lack of electric service, and TPD would be called to assist with the condemnation. Immediately after I made that statement, several of the individuals quickly fled the scene; two men jumped over the block wall towards the westside of the property, and ran through the easement to escape towards the north. Another man ran out the backyard area and into the alley through the rear fence. Once TPD arrived on the scene to assist with the property condemnation, I knocked on the door and two females opened the door. I explained to them the situation and stated they can no longer reside in this property without electric power. Myself and the TPD officer asked the individuals to provide some type of identification to prove they actually the residents of this property. They said, "Oh okay we have ID"; they never came back outside, in fact, they fled out the back and did not return. I called the contractor to secure the windows and doors from unauthorized entry. There were also three old aged dogs locked inside one back room of the property with no water and very little food. As a result, TPD and I contacted PAC to have the dogs removed them from the property for their safety. I chained and locked each fence at the property.
