| 05/31/2024 | COT - ENFC - Code Enforcement - Initial | Passed | This is not a case of hoarding. The elderly woman property owners could tidy up a little, as you may expect from two women in their late seventies and early eighties, however, the condition of this property does not constitute hoarding. All the windows and doors inside the home opened an closed freely and were not at all obstructed. The inside of the home had storage items stacked relatively neatly along the walls and there were clear pathways at least 3 feet in width to move throughout the residence, with no visible trip hazards. The back and front yards were properly maintained with no trash or debris or overgrown vegetation. The granddaughter ( who made the complaint) kept insisting that the two elderly women were not of their "right mind", I spoke in length to both of the women, and although I am not a professional psychologist, I made the determination that they were not cognitively impaired. They both spoke in clear and concise sentences, they both were mobile enough to move around under their own strength, they read aloud to me from a recent newspaper article and actually could recall what they read afterwards. I actually learned a few fun facts about lizards from the ladies. I explained to the ladies that they had all the rights in that moment because they were the actual property owners and if they wanted me out, I would leave, they insisted that I stay to prove to me that they were not what the granddaughter was attempting to portray them as being incompetent. The granddaughter was actually the one who was acting rather erratically during the inspection. She went from being very angry and aggressive to extremely nice, and at one point stopped me from performing my inspection to show me a TIC TOC video of her son and a Jennifer Lopez video, which I thought was rather strange and made me feel uncomfortable. |
