When I spoke to the owner of the property, he indicated that they were not connected to utilities and that they were at one time but had been disconnected recently. I explained that he cannot have them hooked up now or in the future and they could not be utilized as living spaces. Since I cannot prove a utility hookup, I must take him at his word.
