03/16/2026 COT - ENFC - Code Enforcement - Initial In Violation Called out to scene by TPD. Upon arrival was informed units on east side of Building 3 were previously condemned by Code Enforcement and were found with occupants living inside. The units on the first floor include 304, 305 and 306 from south to north, and 312, 311 and 310 on the second floor from south to north. TPD reported occupants inside 305 and 306 that had left to go stay somewhere else. I found there to be severe dilapidation and structural damage to support posts for the decking of the second floor, and the joists have separated from the deck. The deck itself has shifted and is unsafe to walk on. It has been temporarily shored up. Both staircases had caution tape and a person could walk up the stairs to the second floor deck. Reviewed letter from the licensed engineer that has determined the structure poses a life safety hazard. Units were previously condemned or ordered vacant. Some units are lacking red tags. It is unclear if the red tags were removed. I did make multiple attempts at contact at all 6 units. There was no answer at all units. I found Unit 304 to be vacant and unsecure with the front door open. Owner was unable to be reached to secure the property so City contractor was called to secure the unit from unauthorized entry. Contractor also boarded the entrances to both staircases. I posted red tags on all units and notices to vacate. There is similar damage starting to the posts and decking along the west side of the building, however it has not reached the severity as it has on the east side. Repairs to decking on both sides of building shall be completed by a licensed contractor and shall be made with Issued permits. -VM
